WHAT YOU'LL DO:
Assist in complex revenue and other financial analysis studies used in financial and budgetary planning
Participate in posting, balancing, and reconciliation of grant accounts, as well as providing analysis of grant transactions. Monitor and report on the status of federal, state, and local grants; review and audit grant regulations and policies, grant contracts, amendments, and other documents to ensure grant compliance
Investigate, interpret, and prepare research related to improvements of budgeting and accounting information systems and financial services such as grant administration, risk management, and long-term debt management
Assist in the coordination of development and implementation of new and revised programs, computerized and manual procedures, as well as methods of operation related to financial controls, grant administration, risk management, and long-term debt management
Gather and analyze data on existing programs; perform complex statistical analysis, conduct surveys, and prepare proposals, including financial policy and procedure requirements
Represent the City in inter-program, community, and professional meetings as required
Confer with members of the public to explain financial policies and programs and to respond to complaints and requests for information

SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Administrative Services Coordinator/Support Supervisor in that it performs professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration.
WORK SCHEDULE:
The normal workweek is Monday-Thursday, 8:00 am - 6:00 pm, and alternating Fridays, 8:00 am - 5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs.
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
Performs professional financial, managerial and/or operational analysis work and/or provides program coordination and administration of assigned areas.
Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations.
Gathers information, analyzes data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, marketing materials and databases; provides recommendations and implements solutions in support of assigned areas.
Provides analytical support and coordination of special projects, as assigned.
Performs other duties of a similar nature and level as assigned.
Positions assigned to management analysis/program administration may be responsible for:
Maintain assigned budget and financial databases and systems; problem solve and troubleshoot technical and functional issues related to the City's budget and financial systems.
Develop and review budget proposals for assigned departments and make recommendations to upper level management staff.
Perform management analysis and policy support.
Develop, design, coordinate and implement programs.
Manage projects.
Conduct financial analysis.
Administer contracts.
Prepare agenda items for City council and other boards and commissions.
Compile and analyze data.
Prepare complex reports.
Represent the city in professional meetings and/or with other agencies.
Write grant applications.
Conduct surveys.
Recommend policies and procedures.
Participate in the design of new and revised programs, systems, procedures and methods of operations.
Coordinate and review transactions.
The following are the minimum qualifications necessary for entry into the classification:
Education and/or Experience:
Bachelor’s degree in business administration, finance, accounting, economics, business administration or related field.
Two (2) years of professional level experience in the field of assignment.
License/Certificate:
Possession of, or the ability to obtain, a valid class C California driver's license.
Other Requirements:
Must be able to effectively communicate in English, both orally and in writing

Note:
For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.
This position requires a twelve (12) month probationary period.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
