What are the responsibilities and job description for the Senior Civil Engineer position at City of Oxnard?


The City of Oxnard’s Public Works Department is seeking a Senior Civil Engineer with strong technical and customer service skills to be part of the team. The ideal candidate will have public sector experience and be well versed in best practices. The ideal candidate will have knowledge of operations and standard operating procedures of an engineering design and development review program. The selected candidate will be well versed in recycled water and water treatment. 


WHAT YOU'LL DO:

  • Lead, oversee, review and perform the work of staff responsible for engineering design and reviewing of proposed developments and the writing of conditions of approval.

  • Act as project manager for assigned capital projects, including coordination and progression of the project ensuring timely progress of environmental analysis, land acquisition/right-of-way, plans/specifications, contracting, construction, and completion procedures.

  • Conduct engineering planning studies to identify public works facility needs.

  • Assist in the training of lower level personnel in the areas of work; ensure adherence to safe work methods, procedures and practices; identify training opportunities and needs; make recommendations to higher level staff.

  • Research, review and prepare feasibility reports for various projects and programs.

  • Oversee and perform design of plans and specifications for capital improvement projects.

  • Perform cost estimates for city projects.

  • Oversee consultant contracts; review/check building and development plans.

  • Assist in the planning and preparation of the capital improvement budget.

  • Participate in field surveys and condition assessments. 

  • Provide oversight of the issuance of grading, encroachment and other construction permits.

  • Attend the Design Advisor Committee, Planning Commission and hearing officer meetings as the program representative.

  • Respond to questions and concerns from the general public; provide information as is appropriate and resolve service complaints.

  • Evaluate assigned work projects; estimate time, materials and equipment necessary for the successful completion of the project; acquire necessary resources as is appropriate.

SUPERVISION RECEIVED/EXERCISED

As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.


DISTINGUISHING CHARACTERISTICS

This classification is distinguished from the Civil Engineer in that it provides advanced journey-level engineering and construction project management work and provides oversight of Civil Engineer staff and activities.


WORK SCHEDULE

The normal work week is Monday through Friday, 8:00am-6:00pm and alternating Friday's, 8:00am-5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is eligible for overtime pay.

Reviews, evaluates, develops and/or verifies plans, specifications, proposals, contracts, designs and/or other technical documents; monitors compliance with goals, standards, policies, procedures, codes, regulations and related laws. May assign work and monitor the completion of work by others.

Coordinates reviews and meetings with architects, engineers, departments/divisions, regulatory agencies, inspectors, consultants, public representatives and/or other engineering project/program- related resources; provides technical subject matter expertise and professional engineering support; reviews and reports on progress of action items and/or projects.

Troubleshoots, investigates and resolves issues related to projects or processes in assigned area; monitors compliance-related items and issues; performs research and analysis; provides recommendations and implements solutions.

Prepares and maintains reports, studies, agendas, schedules, correspondence, estimates, technical engineering documents and/or other project management-related documentation; delivers presentations; researches, prepares and presents recommended solutions and process enhancements.

Performs other duties of a similar nature and level as assigned.

Positions assigned to engineering and construction may be responsible for:

  • Utilizing modeling software for review and analysis of water, wastewater, storm water and recycled water system.

The following are minimum qualifications necessary for entry into the classification:  


Education:

  • Bachelor’s degree in engineering, architecture, construction management or directly related field


Experience:

  • Five (5) years of professional engineering and/or construction/ project management experience in the area of assignment. 

 

License/Certificate:

Depending on assignment, some positions may require:
  • Professional Engineering (PE) Registration

  • Valid California Class C Driver’s License with a satisfactory driving record

Other Requirements: 

  • Must be able to communicate in English effectively, both orally and in writing

The selected candidate must pass a thorough background investigation.

NOTE:

For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.


Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.


City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.


This position requires a 12 month probationary period.
