General Description:
The purpose of this job within the organization is to perform a variety of routine and complex work and enforce the city’s ordinances and codes in compliance with local, state, and federal guidelines and policies.
This job works under close to general supervision according to set procedures, but determines how or when to complete tasks.
Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.
Essential Functions:
Patrols and inspects all areas of the city for violations of local and state codes.
Responds to complaints of potential code violations relating to signing, substandard buildings, nuisances, housing conditions, zoning, animals, noise, dumping, polluting, abandoned property, overgrown property, or other code related matters.
Conducts field investigations of potential violations; gathers evidence; questions or interrogates complainants, witnesses and suspects; compares facts to code requirements; makes findings; and issues warnings, correction notices, notices of violations or citations.
Meets with owners, tenants, contractors, developers, and businesses to review and explain code requirements and violations or potential violations; secures code compliance.
Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures, and reports relating to code enforcement issues and actions.
Maintains a variety of logs and records related to inspection and enforcement activities; prepares recommendations for amendments and additions to codes or regulations; prepares detailed reports of violation for presentation to the Code Enforcement Board or the Courts.
Coordinates efforts with the police, planning, building and related departments, the prosecuting attorney, and other staff or agencies, as needed.

- assembly instruction for tools

- and methods and procedures for investigations and in drawing and layout work
- composes routine reports and specialized reports, forms, and business letters, with proper format
Judgment Requirements:
Responsible for long range goals, planning and methodologies. Decision-making is focus of the job, affecting entire organization and surrounding population; works in an unstable environment with frequent and significant changes in conditions.
Complexity of Work:
Performs semi-skilled work involving set procedures and rules, but with frequent problems; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.
Impact of Errors:
The impact of errors is moderately serious – affects work unit and may affect other units or citizens.
Physical Demands:
Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
Equipment Usage:
Handles or uses computer machines, tools, equipment or work aids involving little or no latitude for judgment regarding attainment of a standard or in selecting appropriate items.
Unavoidable Hazards:
Involves routine and frequent exposure to vibration; fumes and/or noxious odors.
Safety of Others:
Requires considerable responsibility for the safety and health of others and/or continuous enforcement of the laws and standards of public health and safety.
Minimum Education and Experience Requirements:
- Requires an Associate’s Degree or specialized courses/training equivalent to satisfactory completion of two years of college in law enforcement, building inspection, public administration or management, or a closely related field.
- Requires one year of experience in building inspection, code enforcement, land use, or closely related experience.
Special Certifications and Licenses:
- Valid Florida Driver’s License.
