What are the responsibilities and job description for the Street Maintenance Worker Trainee/I/II/III position at City of Panama City Beach?

This position is responsible for assisting in the maintenance of city streets and for assisting with other assigned public works functions. An incumbent in this position may be designated “Street Maintenance Worker II” or “Street Maintenance Worker Trainee.”

  • Performs general maintenance along streets and within the public right-of-way in both CRA and non-CRA areas.

  • Picks up trash and garbage spills on roadways, public parks, etc.

  • Clears, cuts, edges grass, and weeds with hand tools and power operated machines (commercial mowers and bush-hogging) within public rights-of-way and easements; gives general care to lawns and grounds; removes dirt, rubbish, weeds, leaves, and other refuse from grounds. 

  • Perform general lawn and grounds maintenance; removes dirt, rubbish, weeds, leaves and other refuse from grounds.

  • Plants trees, shrubs, flowers, and spreads mulch.

  • Clears ditches with bush cutter; digs ditches; shovels, places sandbags, and performs related work in trenches.

  • Performs skilled tasks of one or more of the skilled trades; or on a regular basis, may assist higher level maintenance workers.

  • Performs asphalt and concrete repairs within the Public Rights-of-Way.

  • Operates light construction equipment; sets up and operates pumps, compressors, generators, concrete mixers, etc. 

  • Operates various automotive vehicles, trucks, or tractors are required.

  • Performs service, lubricates, and makes minor inspections and corrections on vehicles and equipment, in a shop or in the field.

  • Loads and unloads City vehicles in an effective and efficient timely manner. 

  • Maintains accurate, detailed work logs.

  • Performs road Striping-thermo plastic functions.

  • Performs related duties.

MINIMUM QUALIFICATIONS

  • Must have a standard high school diploma/GED.

  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.

  • Trainee – No further experience requirements.

  • Street Maintenance Worker I - Must have at least two (2) years of experience in Streets/Roads Department environment, or have any equivalent combination of experience and training which provides the required knowledge, skills and abilities; must have at least one (1) year experience in the operation of heavy equipment; must have experience in performing heavy manual labor; must have completed Heavy Equipment training courses as well as a Road Safety Training (MOT) Course or approved equivalent courses.  

  • Street Maintenance Worker II -  Must have at least four (4) years of experience in Streets/Roads Department environment and experience and training which provides the required knowledge, skills and abilities; must have at least three (3) years of experience in the operation of heavy equipment, and complete Roadside MOT training and Heavy equipment FDOT training or approved equivalent courses; must have a valid Class B CDL License (with air brakes); must be knowledgeable and able to make signs utilizing the sign machine; must obtain Roadside Spraying License within 1 year; must have the ability to operate a Knuckle Boom Truck.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of city and departmental safety policies and procedures.

  • Knowledge of the geography of the city, including street names and locations.

  • Skill in the operation of assigned vehicles, trucks, tools, and equipment.

  • Skill in prioritizing and organizing work.

  • Skill in the use of hand and power tools.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The Street Crew Leader assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.


GUIDELINES

Guidelines include traffic laws, work safety policies, the Manual on Uniform Traffic Control Devices, city codes, and city policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.  


COMPLEXITY/SCOPE OF WORK

  • The work consists of related maintenance duties. Inclement weather and heavy traffic contribute to the complexity of the position.

  • The purpose of this position is to participate in the maintenance of city streets and related infrastructure. Successful performance contributes to the provision of safe and well-maintained city streets and related infrastructure.

  • Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing, bending, crouching, or stooping. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. The work requires the use of protective devices such as masks, goggles, gloves, etc.

None.
