GENERAL DESCRIPTION:

Under the general direction of the City Manager/Community Redevelopment Board Agency (CRA), this position is responsible for overseeing the strategic planning, implementation, and administration of the city’s CRA initiatives while also coordinating efforts to enhance community resilience against environmental and economic vulnerabilities. The ideal candidate will work closely with city officials, business owners, residents, and external stakeholders to foster sustainable redevelopment in targeted areas and develop strategies that improve the city’s ability to withstand and recover from challenges such as climate change, natural disasters, and economic instability.

ESSENTIAL JOB FUNCTIONS: (Essential functions are fundamental job duties. They do not include marginal tasks, which are also performed but are incidental to the primary functions.)

· Oversee the planning, execution, and completion of redevelopment projects, ensuring they align with the city's comprehensive plan and CRA objectives.

· Oversee the administration, promotion, and execution of grant programs aimed at supporting residential and commercial property improvements within designated redevelopment areas.

· Assist in the development and management of the CRA budget, including identifying and applying for grants or alternative funding sources for redevelopment.

· Collaborate with local businesses, property owners, residents, and community leaders to ensure projects address the needs and priorities of the community.

· Ensure CRA projects comply with local, state, and federal regulations, and maintain accurate reporting on the progress of redevelopment initiatives.

· Promote CRA activities and accomplishments to the public and stakeholders through reports, presentations, and public meetings.

· Assist in developing long-term CRA plans to attract investment, improve infrastructure, and promote economic development in designated redevelopment areas.

· Lead efforts to create and implement strategies that address vulnerabilities related to climate change, sea-level rise, hurricanes, and other natural disasters.

· Emergency preparedness: Collaborate with emergency management, public works, and other departments to develop and maintain community preparedness plans for natural disasters.

· Engage with regional agencies, nonprofits, and governmental bodies to coordinate broader resiliency efforts and advocate for best practices.

· Promote awareness of resiliency issues through community outreach programs, workshops, and educational materials, helping residents and businesses prepare for and respond to challenges.

· Collect, analyze, and report on data related to environmental conditions, risks, and resilience, providing the city with recommendations for adaptive strategies.

· Identify potential grant opportunities and funding sources to support resilience and sustainability initiatives.

· Prepares and delivers data-driven presentations and reports to the City Manager, Mayor, CRA Board, City Council, Boards and/or Committees, and community stakeholders on the status of resiliency plan implementation

· Understands, adheres to, and complies with all local and state ethics requirements.

· Aligns resiliency strategy development with other plans, policies, and regulations, including, but not limited to, the Local Hazard Mitigation Plan, the Comprehensive Plan, the CRA Redevelopment Plan, and future land use policies, plans for capital improvements, land development and building codes, and plans related to CoPR participation in FEMA's Community Rating System

· Attends all CoPR CRA Board meetings

· Performs other duties that may be assigned.

KNOWLEDGE, ABILITIES, AND SKILLS:

  • Communicates clearly, effectively, and persuasively in all forms to a variety of audiences
  • Gathers and analyzes routine and complex data and interprets and communicates vital information for decision-making and formulation of policy recommendations.
  • Anticipates and averts potential problems and creatively solves complex issues.
  • Develops strategic direction in collaboration with various external and internal policy bodies, partners, and stakeholders
  • Identifies and secures funding for strategic initiatives from a variety of sources
  • Proficiency in GIS, data analysis tools, and other relevant software applications
  • Knowledge of computer applications as they apply to this office.
  • Knowledge of good management practices.
  • Ability to assess needs and prioritize them

PHYSICAL SKILLS: Must possess the following physical abilities:

· To communicate effectively using speaking, hearing, writing, and vision skills.

· To sit at a desk and view a display screen for extended periods.

· To lift and move a minimum of 40 lbs.

EDUCATION, TRAINING, AND EXPERIENCE:

· Bachelor's degree or higher from an accredited college or university in urban planning, public administration, environmental science, economics,engineering, or a closely related field and;

· A minimum of three (3) years of progressively responsible professional work experience in sustainability planning, resiliency planning, coastal management, climate adaptation, or a related field (A comparable amount of directly related experience may be substituted at the City's discretion for the minimum educational requirements)

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

  • Become a member of Resiliency Florida within the first year of employment.
  • American Institute of Certified Planners (AICP)

WORK ENVIRONMENT:

  • Ability to deal with stress related to occasional deadlines and occupational problems, which demand immediate attention
  • The working environment requires an ability to multi-task to accomplish day-to-day tasks.
  • The employee is subject to inside and outside environmental conditions.
  • Will be required to attend evening and weekend meetings or events as part of stakeholder engagement and community outreach.

STARTING WAGE: Salary Position (Range: $48,638.00 - $59,900.00 Annually)

BENEFITS:

The benefits package includes 100% employer-paid medical, dental, and life insurance; vacation (first year – two weeks); sick (first year – two weeks); personal time (three days annually); ten (10) paid holidays (annually), and part of the Florida Retirement System (FRS) program. The City also has a deferred compensation program and access to additional insurance (i.e., Aflac)
