The Bureau of Environmental Services (BES) is seeking Environmental Technician I to join the team!

About the position
The bureau currently has one vacancy with the Spill Protection and Citizen Response (SPCR) Section and we will use this eligible list for future vacancy.

About the position within the Spill Protection and Citizen Response (SPCR) Section
 
SPCR provides response to sanitary sewer releases, emergency spill response to the environment and City sewer/drainage infrastructure, and investigates environmental code enforcement violations.  The Tech I position provides basic intake duties. SPCR receives an average of 150 resident complaints and staff reports of pollution spills and sewage releases per month.
 
As an Environmental Technician I in SPCR, you will:
 
  • Intake citizen and staff reports of potential spills and overflows via email and telephone hotline.
  • Develop daily activity report from Excel or other data management system for email to established distribution list.
  • Perform data entry into Excel or other data management systems to track and classify complaints and staff response.
  • Support Duty Officers though supplying vehicle, paperwork, and equipment.
  • Record complaint information and work with SPCR staff to triage and prioritize responses; develop an initial investigation file with records research, e.g. GIS, TRACS, BES databases, PortlandMaps, and map creation. 
  • Support data management and regulatory reporting through data conversion, data entry, data cleanup, and standard report generation for quality assurance. 
  • Prepare and process contractor invoices for payment.
  • Ensure effective communication with the public, SPCR staff, and other professionals.
About the position within Industrial Stormwater (ISW) Section
 
The Industrial Stormwater team prevents and minimizes pollution in stormwater discharges and controls non-stormwater discharges from industrial and commercial businesses. The Tech I position helps to implement ISW’s Columbia Slough stormwater outfall basin source control inspection program.
 
As an Environmental Technician I in ISW, you will: 
 
  • Research and compile current industrial and commercial businesses in select Columbia Slough City outfall basins
  • Assist in in researching and documenting property drainage information and prior BES interactions with industrial and commercial businesses in select Columbia Slough City outfall basins
  • Assist with inspecting industrial and commercial businesses to identify environmental concerns or non-compliance issues associated with stormwater discharges and assist with documenting inspection findings during and after site inspections 
  • Assist is generating supporting exhibits for any enforcement actions issued as a result of site inspections
  • Conduct outreach to regulated businesses regarding their stormwater discharge requirements

COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Proof of being fully vaccinated is required by date of hire. You may request an exception, for health or religious reasons, from getting the COVID-19 vaccine at the time a position is offered.
 
Work Location 
Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in May 2023, most hybrid employees will be expected to perform at least half of their work in-person. City Council approved a human resources administrative rule in January 2023, HRAR – 4.045, requiring employees, including those who are fully remote and hybrid, to perform work within Oregon or Washington. Employees have until May 4, 2023, to be in compliance with the new rule. Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:   
 
  1. Knowledge of standard office practices and procedures for maintaining and setting up both manual and electronic files.
  2. Knowledge of basic methods and procedures for archiving and retrieving map and drawing information and data gathering and research techniques.
  3. Ability to learn and interpret codes, rules, regulations, and policies and to apply these to a variety of customer requests.
  4. Ability to communicate technical information orally and in writing to a variety of internal and external stakeholders.
  5. Ability to learn and operate a variety of computer software programs to record and analyze data, maintain technical files, and prepare maps, plans, records, graphics, documents and reports 
  6. Ability to understand and follow written and oral instructions with limited supervision and perform detailed work simultaneously on multiple tasks.
