What are the responsibilities and job description for the Water Utility Civil Engineer I position at City of Racine?

POSITION PURPOSE:

The purpose of this position is to perform staff engineering tasks for water distribution projects under the direction of the Chief Engineer for the City of Racine Water Utility.

ESSENTIAL DUTIES:
  • Serves as a design engineer in directing the activities of technicians in preparing plans and specifications for water distribution projects.
  • Serves as a field engineer in directing the activities of technicians engaged in survey and field work in support of the design and construction of water distribution projects.
  • Serves as a project engineer in administering various water distribution contracts.  
  • Processes pay requests and change orders.  
  • Coordinates work with other utilities, local and state agencies, and engineering firms.  Acts of point of contact for questions and concerns from the public.
  • Develops engineering drawings and related engineering calculations.  
  • Reviews technical reports and engineering studies.   Participates in engineering studies.
  • Assists with the procurement and disbursement of state and/or federal drinking water loans.
  • Maintains knowledge of current civil engineering principles and practices.
  •  Investigates complaint problems, performs studies and prepares reports of findings with recommended solutions.
MINIMUM QUALIFICATIONS:
  •  Bachelor of Science degree from an accredited college or university in Civil Engineering.
  • Valid state-issued motor vehicle operator’s license required.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the principals and practices of Civil Engineering as applied to the materials, methods and practices of municipal public works construction is preferred.
  • Working knowledge of AutoCad and Microsoft Office.  

Language and Interpersonal Communication.

  • Ability to decide the time, place and sequence of operations within an organizational framework, as well as the ability to oversee their execution.  Ability to analyze and categorize data and information using established criteria, in order to determine consequences and to identify and select alternatives.
  • Ability to persuade, convince, and/or train others, including the ability to act in a lead worker capacity.  Ability to advise and interpret how to apply policies, procedures and standards to specific situations.
  • Ability to utilize a variety of advisory and design data and information such as engineering studies, technical reports, product specifications, diagrams and schematics, flow charts, purchase orders, computer software and hardware operating manuals, engineering manuals and textbooks.
  • Ability to communicate orally and in writing with Utility personnel and vendor representatives 
  • Ability to plan and supervise the work of technical assistants.   Ability to make independent investigation of engineering problems in connection with design and construction work.

Mathematical Ability

  • Ability to perform and to interpret statistical calculations which include frequency distributions, reliability and validity of tests, regression and correlation techniques, and factor analysis.

Judgement and Situational Reasoning

  • Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, and directing.
  • Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria.

PHYSICAL DEMANDS:

  • Ability to operate equipment requiring monitoring multiple conditions and making multiple, complex and rapid adjustments, such as survey equipment, small hand tools, drafting instruments, pipe locators, and computer keyboards.
  • Ability to coordinate eyes, hands, feet and limbs in performing slightly-skilled movements.
  • Ability to exert moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching and crawling, lifting, carrying, pushing and pulling.
  • Ability to recognize and identify degrees of similarities or differences between characteristics of colors and forms associated with job-related objects.

WORK ENVIRONMENT CONDITIONS:

  • Ability to work in an office environment for extended periods of time.
  • Ability to work outdoors subject to weather conditions; hot and cold; outside in roadways and highways, and in varying traffic conditions.
  • Ability to work under moderately safe and comfortable conditions where exposure to environmental factors such as toxic agents and machinery poses a minor risk of injury.
