DISTINGUISHING CHARACTERISTICS
Position possesses a specialized functional or technical expertise within the area of assignment and perform the most difficult and responsible type of duties assigned to the classes within this series including assignment to specialized operational or administrative programs. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from a sworn Police Officer or supervisor.ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following:
1. Perform a variety of complex duties in support of police department operations and activities.
2. Respond to crime scenes to collect, process, record and analyze evidence according to established procedures and standards; photograph crime scenes and traffic accidents; process and prepare photos and other visual medium for displays; record and process evidence for court presentations.
3. Conduct neighborhood watch meetings; establish contacts through door-to-door recruitment and surveys; speak publicly and make presentations; participate in area after school youth programs; provide mentoring to various youth.
4. Perform duties in support of neighborhood security programs and crime abatement; inspect residential and commercial properties and recommend security measures; conduct meetings and presentations.
5. Coordinate and participate in police department activities with those of other departments, divisions and outside agencies; maintain vehicle fleet; assign and maintain records of equipment and vehicles.
6. As assigned, take reports of crimes where the situation is appropriate and within department policies and procedures.
7. Respond to general inquires from the public at the front counter, on the phone or in the field; photograph and fingerprint individuals as needed; take needed information from the public.
8. Participate in a variety of special projects as directed; prepare, write, edit and distribute newsletters, pamphlets and other informational materials.
9. Prepare a variety of correspondence; maintain various files and records; order equipment and supplies.
10. Operate a computer to enter and retrieve data.
11. Provide in-service training to new Law Enforcement Technicians as needed.
12. Maintain a variety of records and files in assigned program area.
13. Perform related duties and responsibilities as required.
EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of increasingly responsible non-sworn or sworn police program support experience with a high school diploma, or Bachelor’s Degree in Criminal Justice or related field.
Training:
Completion of 80 hours of approved police department training in assigned program areas.
License and Certificate:
Possession of a valid State of California driver's license.
Knowledge of:
- Operations, services and activities of a municipal police department serving a large community.
- Law enforcement principles and practices and their application to a wide variety of services and programs.
- Technical and administrative methods of law enforcement including identification, care and custody of property.
- Methods and techniques of obtaining fingerprints.
- Community demographics as they relate to crime prevention and abatement programs.
- Methods and techniques of evidence collection and preservation.
- Modern office procedures, methods and computer equipment including computers and supporting word processing
- and spreadsheet applications.
- Methods and techniques of interviewing.

- Rules and regulations governing safe working practices.
- Principles and practices of filing and record keeping.
- Proper English usage, spelling, punctuation and grammar.

- Prepare requisitions for unit supplies, maintain supply inventory in computer system, and determine replacement or restocking needs, pick up unit supplies as needed and may be required to bend, stoop, or do occasional heavy lifting in the performance of such duties.
- Ensure that departmental vehicles are inspected, serviced and maintained in order to meet the operational needs of the facility or unit, maintain records and complete reports to account for monthly mileage consumption.
- Coordinate with city mechanics the scheduling of vehicles for maintenance and minor repairs and transport vehicles to and from maintenance facilities or dealers for warranty repairs.
- Receive telephone and in-person requests for services, including 911 emergencies and fire calls, citizens' complaints and general inquiries, differentiate between routine, priority and emergency requests and initiate and follow through on responses or advise supervisory personnel, as required.
- Monitor emergency communications of other police and fire agencies to determine needs for assistance and ensure that assigned calls and other relevant information are entered into the computer.
- Make assignments to and oversee work performed by inmate laborers under the general supervision of sworn personnel.
- Receive lists, catalogues, stores, and release personal and/or evidential property, in compliance with established departmental policy, practices and procedures, may on occasion transport these items to a warehouse or other location as directed and be required to load and unload large, bulky and/or heavy objects.
- Assist personnel with crime prevention functions acting as liaison with other public agencies and private organizations involved in crime prevention, maintain inventory of crime prevention resources and distribute crime prevention materials and resources, participate in maintaining station crime prevention budget needs.
- Function as an investigative aide assisting in the investigation of the violation of laws and regulations by gathering, assembling and examining a variety of records and data pertinent to the case being investigated.

Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for moderate to heavy lifting, walking, sitting or standing for prolonged periods of time.
