What are the responsibilities and job description for the Gas Construction Inspector position at City of Richmond, VA?
The City of Richmond, Department of Public Utilities, Gas Division is seeking a qualified candidate to fill a Gas Construction Inspector- Gas Compliance position. The incumbent will be responsible for supporting the implementation of various compliance programs and projects.
- Supporting the coordination of and conducting field audits on internal and external customers;
- Overseeing various Distribution Integrity Management Program (DIMP) efforts, including the cross-bored sewer lateral initiative effort;
- Supporting Richmond Gas Work's Operator Qualification Program;
- Assisting with action plans from Non-Compliance/Incident Reports;
- Assisting with implementation of new best practices, regulatory compliance and O&M changes as needed;
- Collecting compliance data, generating and effectively presenting report findings to various departmental entities;

Assist with inspecting compliance related records for internal and external customers.
This individual may be required to work nights, weekends, holidays or on-call as needed.
KNOWLEDGE, SKILLS AND ABILITY
Knowledge of local, state, and federal codes and regulations regarding gas distribution systems; Knowledge of gas service and main line installation and repair; Knowledge of gas system components and specific materials; Oral and written communication skills; Proficiency with standard business office software such as Microsoft Word and Excel; General knowledge of and some experience with GIS mapping systems; Demonstrated ability to supervise others, and manage time effectively; Ability to multi-task, prioritize conflicts, and identify hazardous conditions/situations.
MINIMUM TRAINING AND EXPERIENCE:
High School diploma or GED;- One year of specialized training or technical training beyond high school;
- Five years of related work experience;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Operator Qualification
- Valid Commonwealth of Virginia Driver's License
PREFERRED QUALIFICATIONS AND EXPERIENCE:
Candidate must be somewhat familiar with:
- Title 49 Code of Federal Regulation, Parts 191 & 192;
- Title 29 Code of Federal Regulation, Occupational Safety and Health Administration;
- American Petroleum Institute (API);
- National Fire Protection Association (NFPA) 54: National Fuel Gas Code;
- Pipeline & Hazardous Material Safety Administration (PHMSA)
- Distribution Integrity Management Program (DIMP);
- Pipeline Safety Management Systems (PSMS);
- American National Standards Institute (ANSI);
- Operator Qualification (OQ) is required;
- Experience reading Gas/GIS map system;
- At least eight (8) years of field inspector/engineer experience and/or equivalent combination of experience working in natural gas industry;
- Knowledge of repairs and installations of new gas facilities;
- Ability to communicate effectively both verbally and in writing;
- Experience with Microsoft Office Suites;
- Valid Driver's License is required
