Description
Duties include but are not limited to

Sourcing and Supplier Management
- Identify, evaluate, and select suppliers, products, and services that align with office needs and procurement protocols.
- Build and maintain productive relationships with suppliers to support long-term collaboration and performance improvements.

Contract Negotiation and Management
- Negotiate contracts with suppliers to secure competitive pricing and favorable terms.
- Draft, review, and interpret contracts for approval by the General Registrar, ensuring compliance with city policies and legal requirements.

Data Analysis and Reporting
- Serve as the subject matter expert for post-election audits, analyzing data and producing detailed reports to ensure transparency and compliance.
- Regularly provide comprehensive reports on spending, savings, invoices, and purchase orders to the General Registrar.

Process Improvement and Protocol Modernization
- Lead the effort to modernize internal procurement protocols by researching and implementing best practices, driving efficiency, and aligning processes with industry standards.
- Collaborate with the City of Richmond’s Procurement Department and City Attorney’s Office to develop competitive bids and sourcing strategies.

Strategic Planning and Cost Management
- Develop and implement procurement strategies that optimize cost savings while meeting performance targets for supplier quality and service.
- Monitor and manage inventory levels, ensuring appropriate supply availability and effective use of resources.

Forecasting and Market Analysis
- Forecast demand for products and services, monitoring price trends and adjusting procurement strategies to respond to market changes.

Voter Registration Support
- Assist the Voter Registration team with all aspects of voter registration and list maintenance as needed, ensuring seamless integration of procurement and operational functions.
Qualifications, Special Certifications and Licenses
Required Minimum Qualification
- Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field, or equivalent work experience.
- Proven experience in procurement, purchasing, or supply chain management, with a track record of sourcing and contract negotiation.
- Strong proficiency with data analysis, spreadsheets (Excel or similar), and reporting.
- Exceptional communication and interpersonal skills for collaboration with city departments, vendors, and team members.
- Detail-oriented with excellent organizational skills and the ability to manage multiple priorities.
- Knowledge of procurement best practices, competitive bidding processes, and contract management.
Preferred Qualifications:
- Experience working within the public sector or government procurement.
- Familiarity with election operations, voter registration processes, or related compliance considerations.
