What are the responsibilities and job description for the Management Analyst, Senior - Gas position at City of Richmond?
- Administering the OQ management software application;
- Collecting, disseminating, and tracking training data materials;
- Editing of policies, procedures, and training materials;
- Developing new training materials for OQ and non-OQ training;
- Coordinating training program functions and events; and providing technical assistance;
- Performing various administrative duties, e.g., maintaining OQ records;
- Supporting Richmond Gas Work's mandatory Operator Qualification Program;
- Assisting with action plans, as necessary, from Non-Compliance events and Incident Reports.
Knowledge of Title 49 CFR, Parts 191 & 192; Knowledge of Title 29 CFR, OSHA; Knowledge of Gas Operator Qualification (OQ) requirements and general gas pipe installation materials and practices; Knowledge of industry accepted workforce training methods; General knowledge of and some experience with Adobe Creative Suite; Ability to create training material and deliver training material in a classroom or hands-on environment; Ability to communicate effectively both verbally and in writing; Demonstrated ability to supervise others, and manage time effectively; Ability to multi-task, prioritize conflicts, and identify hazardous conditions/situations.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business or public administration, or field related to assignment
- Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Valid Commonwealth of Virginia Driver's License
PREFERRED QUALIFICATIONS AND EXPERIENCE:
Candidate must be somewhat familiar with:
- Title 49 Code of Federal Regulation, Parts 191 & 192;
- Title 29 Code of Federal Regulation, Occupational Safety and Health Administration;
- American Petroleum Institute (API);
- National Fire Protection Association (NFPA) 54: National Fuel Gas Code;
- Pipeline & Hazardous Material Safety Administration (PHMSA)
- Pipeline Safety Management Systems (PSMS);
- American National Standards Institute (ANSI);
- Experience navigating GIS mapping systems;
- At least eight (8) years of experience with program coordination and administration, business process modeling, data analysis, and project management;
- Knowledge of repairs and installations of natural gas facilities;
- Ability to communicate effectively both verbally and in writing;
- Experience with Microsoft Office Suites;
- Experience with Adobe Creative Suite
