What are the responsibilities and job description for the Real Estate Appraiser position at City of Richmond?
The City of Richmond Office of the City Assessor is seeking highly qualified candidates for the position of Real Estate Appraiser. The incumbent is responsible for estimating market value of residential, small multi-family, or condominium properties, utilizing the standard approaches to valuation for the purpose of generating fair and equitable tax assessments. Hybrid work schedules to include remote work may be available upon review and approval after hire.
- Listing and appraising real property, collecting, and analyzing sales data and to be able to defend assessments in the appeal process
- Preparing valuation schedules for neighborhoods
- Investigating sales of real property and building characteristics for the purpose of property valuation
- Performing field inspections to identify and record building characteristic for quality of construction and condition
- Preparing reports that include narrative data and sketches
- Researching information for building, renovation and demolition permits
- Gathering, editing, and sorting data relative to property sales
- Effectively communicates with taxpayers by explaining assessment information and process
- Making independent decisions, solve problems, and meet production deadlines
- Measuring/calculating building size, reviewing assessments for office reviews, Board of Review, or circuit court appeals have been filed
- Assisting and training other appraisers
- Performing related duties as assigned
Knowledge, Skills & Abilities or some combination of the following:
- Knowledge of the construction process and required components needed in construction.
- Understand zoning regulations, special use permitting, and micro and macro influences on property types.
- Comprehends statistical analysis and relevant accounting.
- Knowledge of appraisal concepts such as real estate statutes and ordinances, mass appraisal process, the three approaches to value.
- Proficient with basic appraisal instruments, equipment, and tools including GIS tools, Eagleview, arcreader, financial calculators, measuring equipment, marshall swift cost, estimator guide, and digital cameras.
- Ability to use systems and software such as Multiple Listing Service (MLS), Computer Assisted Mass Appraisal (CAMA), VISION, and Microsoft Office Suite.
- Operate the city vehicle and understand the rules of the road for Virginia.
- Working knowledge of the interdependent relationships that exist between residential markets, neighborhoods, and commercial markets.
- Skills to utilize information to make appraisal determination, identify, classify, and stratify properties by types and class.
- Ability to analyze and understand market data for commercial industrial & multi-family properties.
- Ability to evaluate real estate transactions, identify market areas.
- Understands the motivations behind investors, owners, and tenants for different types of commercial real estate.
- A strong written and oral communication, an excellent customer service both internally and externally, and has the ability to multi-task and handle multiple tasks at the same time.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in real estate or related field
- Two years of journey-level professional real estate appraisal experience.
- Requires professional education equivalent to IAAO Course 101, 102, 151, 300, and 311, Fundamentals of Real Property Appraisal, Income Approach to Valuation, Standards of Professional Practice and Ethics, Fundamentals of Mass Appraisals, and Residential Modeling Concepts.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Five (5) years or more of professional real estate appraisal experience, (or)
- Three (3) years or more of mass appraisal experience
- RES or CAE appraisal designation through the IAAO Professional Designation program.
- Organized, self-motivated, and be capable of working independently with minimal supervision
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire.
Salary : $67,151 - $105,650
