Nature of Work
The Mechanic - Public Works performs skilled mechanical work in the maintenance and repair of automotive, construction, and related equipment.  Duties of this position include, but are not limited to: performing necessary routine and preventative maintenance, adjustments, and repairs on equipment; conducting tests and inspections; maintaining the maintenance facility and records; performing work requiring special safety precautions and/or having immediate repair needs; ensuring proper installation of equipment and systems in new vehicles; and engaging in continuous learning to remain current with upgrades and advancements. 

2024 starting wage is $29.39/hour to $31.47/hour based on qualifications, with advancement to $37.56/hour.

*Perform necessary routine and preventative maintenance, adjustments and repairs as needed or required.
  • Inspect, diagnose, and repair power, drive, brake, steering, electrical, cooling and related systems on automobiles, trucks, graders, oilers, flushers, sweepers, snowplows, pumping machinery and other related equipment.
  • Perform repairs, fabrications, maintenance and repair and overhaul of engines, transmissions, differentials, fuel systems, hydraulic systems and electrical systems.
  • Assemble, adjust, and test internal combustion engines, timing gears, ignition and transmission systems, brakes, clutches, differentials, magnetos, carburetors, etc.
  • Overhaul and repair motors and auxiliary equipment.
  • Repair and adjust hydraulic systems, replace hydraulic motors, hoses, fittings; repack bearings; install and adjust power take offs; repair pumps.
  • Perform preventative maintenance on vehicles and equipment by changing oil, performing lube and oiling jobs, replacing belts, replacing shocks, filters, and other parts and related tasks as required.
  • Perform equipment and tool calibrations on an annual or more frequent basis as necessary.
  • Cut, fabricate, and weld machinery such as truck bodies, piping (including threading and fitting), pumps, and engine parts, trailer parts and other similar machinery and equipment utilizing mild steel, stainless steel, and/or aluminum.
  • Perform machining of shafts, bushings, and miscellaneous equipment.
  • Coordinate equipment repairs that are under warranty with the appropriate vendor(s).
*Conduct tests and inspections
  • Test and inspect vehicles and equipment for potential problems and to determine if they are operating properly and comply with safety regulations.
  • Diagnose mechanical faults to determine repair procedures involving a variety of machinery and equipment.
  • Diagnose and repair computerized control systems, ignition systems, fuel injection systems, power steering and cooling systems.

*Maintain the maintenance facility and records

  • Maintain parts and supply inventory.
  • Ensure the proper operation and inspection of maintenance shop vehicle lifts, as prescribed under department procedure.
  • Utilize the City computerized maintenance management system to maintain records of repairs made, receive and complete work orders, and log time worked; review equipment data for accuracy and make adjustments as necessary.
  • Maintain maintenance, testing and inventory files/records in orderly and complete manner
  • Specify or purchase parts, repair equipment and tools as required or directed.
  • Recommend the need to replace, versus repair equipment or machinery and the need for tools.
  • Assist in determining specifications for new vehicles, machinery and equipment.
  • Assist in the preparation of specifications for equipment acquisitions.

*Perform work requiring special safety precautions and/or having immediate repair needs

  • Respond to service calls for equipment repair at the breakdown site; conduct appropriate traffic control measures and/or tow equipment as needed.
  • Perform work in confined spaces after securing the proper permit, as required under policy.
  • Inspect, repair, and service crane equipment.
*Ensure proper installation of equipment and systems in new vehicles and engage in continuous learning to remain current with upgrades and advancements.
  • Participate in ongoing training on upgrades and advancements to work systems, diagnostics, and technologies.
  • Learn how to operate all equipment being repaired by the maintenance shop.
  • Install equipment and systems such as Fuel Management, 2-Way Radio, and GPS in new vehicles; diagnose and repair GPS errors and 2-Way Radio operational issues in existing vehicles.
  • Train equipment operators on new equipment technology and technology updates, as they occur.

* ESSENTIAL FUNCTIONS

Education and Experience
Completion of an Associate degree or equivalent diploma program in automotive services technology or related field and at least one year experience performing routine automotive and equipment maintenance and repair work.

Licenses and/or Certifications
Valid Minnesota driver's license required upon hire with Minnesota Class B Commercial Driver's License (CDL) required within six months from date of hire

Minnesota Department of Transportation (MNDOT) Commercial Vehicle Inspector certification required within six months from date of hire

Desirable Qualifications
Automotive Service Excellence (ASE) certification
Experience welding using acetylene torch and arc-welding equipment

Special Requirements
Employee must furnish tools necessary for normal maintenance requirements.
Employee must be willing to adjust work schedule or accept overtime assignments as required.

THIS POSITION IS COVERED UNDER THE CITY OF ROCHESTER AND PUBLIC WORKS DEPARTMENT RESPONSE TIME POLICY
Employees currently in the position or individuals hired for this position must reside within an area which will allow them to report for work within thirty (30) minutes from the time notified. Those who currently do not meet this requirement shall be allowed no more than six (6) months after the date that they were hired to fill the position to meet this requirement. Promotions to positions with a residency requirement may be withheld from employees whose residence would prevent them from meeting the thirty (30) minutes response time.

THIS POSITION MAY BE COVERED BY THE CITY'S HEARING CONSERVATION PROGRAM
Employees in this position are required to use hearing protection and the City of Rochester will conform to all State and Federal requirements in administering this program.

THIS POSITION IS COVERED BY THE CITY OF ROCHESTER DRUG TESTING POLICY
The drug and alcohol testing policies and procedures of the City of Rochester will conform to the requirements of state law as set forth in the Minnesota Statutes Sections 181.950 through 181.957, as well as the requirements of federal law as set forth in the Drug-Free Workplace Act of 1988 and/or the Federal Motor Carrier Safety Administration (FMSCA) regulations for CDL holders.

Physical demands that may be required continuously (2/3 or more of the time), frequently (1/3 to 2/3 of the time), and occasionally (up to 1/3 of the time) are noted below:

Frequent demands: standing, lifting, carrying, pushing, pulling, and fine dexterity.

Occasional demands: walking, reaching, handling, sitting, kneeling, crouching, crawling, bending, twisting, climbing, balancing, and foot controls.

Sensory requirements necessary in the performance of the essential functions of this position include: sight, hearing, and touch.

Environmental conditions that may exist in the performance of the essential functions of this job include:
Extreme cold (below 32 degrees)*

Noise (need to shout in order to be heard)
Vibration (exposure to oscillating movements of the extremities of whole body)
Exposure to dust/gas/fumes/steam/chemicals

Protective equipment required (respirator, mask, earplugs, gloves, eyewear, etc.)

*Environmental exposures are limited to non-routine equipment repair needs that occur while equipment is in operation.
