Summary: Under the general direction of the Neighborhood Services Manager, enforces City ordinances and ensures compliance of regulations pertaining to the zoning ordinance, property maintenance code, building code, sign code, health code, and other areas. Activities also include responding to complaints, writing reports, conducting investigations, research, providing education and awareness to the public, and maintaining records. May assume responsibility for the division's functions during the manager's absence. May assist in the supervisor and training of volunteers.The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.
Essential Job Functions:
· Performs minor construction related inspections such as fences, limited erosion control, and other field personnel.
· Patrols city and investigates code and ordinance violations and enforces codes.
· Maintains a records of rental inspections, investigations conducted, and actions taken in regard to enforcement.
· Enforces the zoning ordinance, sign code, building code, and property maintenance code.
· Reviews health plans, inspects restaurants and pools.
· Enforces the annual registration programs relating to alcohol sales, in-home daycares, commercial sites, health permits, and rental dwellings.
· Responds, orally and in writing, to requests for code interpretation and application from contractors and property owners.
· Issues municipal court citations for violations to both public and private sectors, regarding violations of city ordinances, codes, etc.
· Prepares and maintains accurate records, compiles data and reports; utilizes information as witness for prosecution in court cases; and prepares, processes and issues notices or citations for violations of applicable codes, regulations or laws and follows through with appropriate actions.
· Enters and updates case file information into software including notices, certified mailings, emails, photos, contact information, etc.
· Prepares correspondence and certified mailings to inform property owners of code violations.
· Coordinates related projects with other city departments and outside agencies.
· Identifies faulty or hazardous conditions created by deterioration or misapplication of regulations.
· Removes illegal signs from right-of-ways.
· Adheres to personnel, safety, and departmental rules and regulations.
· Informs supervisor of all work-related activities.
· Assists other co-workers as needed.
· Performs other duties as assigned, including additional cross-training of other field divisions within the city.Required Education, Experience, and Certifications:
• High school diploma or GED, and three (3) years related experience; or equivalent combination of education and experience.
• Must pass a post-offer pre-employment drug screening and/or physical exam.
• Must possess State of Texas Drivers License.
• Basic Code Enforcement Officer Certification issued by the Texas Department of License and Regulation.
Required Knowledge and Skills:
• Knowledge of Federal, State and local codes, ordinances and regulations.
• Knowledge of State Health Codes
• Knowledge of electrical, plumbing, mechanical, HVAC and related building trades modern practices and methods.
• Knowledge of minimum housing standards.
• Knowledge of personal computer operations as well as related hardware and software.
• Skill in conducting in-depth research for information maintained both electronically and in paper form.
• Skill in providing effective customer service.
• Skill in effective oral and written communication.Environmental Factors and Conditions/Physical Requirements:
• Work is performed in internal and external environments.
• May be subject to repetitive motion such as typing and vision to monitor.
• May be subject to occasional bending, reaching, kneeling and lifting such as retrieving or replacing files, construction plans, documents and records.
• May be subject to climbing ladders, walking on uneven surfaces and over open ditches, and occasional bending, reaching, crawling, kneeling and lifting to conduct inspections.
Equipment and Tools Utilized:
• Equipment utilized includes personal computer, copier, calculator, fax machine, cellular telephone, standard office equipment, and city vehicle.
