Under general administrative direction, is responsible for providing activities and operations of the Office of Management and Budget, to include leading the department information technology implementation and administration, overseeing development of the annual operating and capital budget, and managing organizational analysis and performance reviews. Coordinates assigned activities with other City departments and outside agencies and provides highly responsible and complex administrative support to the Director. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission.  This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Hours
8:30 a.m. - 5:30 p.m., Monday - Friday; occasional evenings and weekends
  • Oversees the department's implementation and administration of information technology projects, especially the SAP upgrade. Plans, oversees, and assists staff activities in SAP to include budget development.
  • Plans, directs, and evaluates the work of assigned staff. Assists in selecting, motivating, and evaluating department staff; provides or coordinates training and works with employees to correct deficiencies; assists in implementing and administering disciplinary and termination procedures.
  • Serves as the primary point of contact in the development and administration of the City operating and capital budget and five-year financial forecast and organizational planning to improve the effective utilization of human and other organizational resources.
  • Oversees staff in the development, implementation, and monitoring of the annual Capital Budget.
  • Monitors monthly performance of revenues and expenditures to ensure compliance with adopted annual budget and departmental budgetary appropriations.
  • Oversees coordination between Department Directors, Office of Management and Budget, and Executive Leadership Team members throughout the budget development process, five-year financial forecast and/or special projects.
  • Manages and coordinates projects and activities between the Office of Management and Budget and assigned Departments, members of the Executive Leadership Team, public agencies, and/or private sector representatives.
  • Assists in managing the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.
  • Assists in planning, directing, and coordinating, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
  • Assists in coordinating departmental activities with those of other departments and outside agencies and organizations; provides staff assistance to the City Manager, Assistant City Managers, and City Council; and assists in preparing and presenting staff reports and other necessary communications.
  • Assists in responding to and resolving sensitive inquiries and complaints from both internal and external sources.
  • Performs related duties and fulfills responsibilities as required.
  • Bachelor's Degree from an accredited college or university with major coursework in Public or Business Administration, or a related field.
  • Eight (8) years of increasingly responsible experience in budgeting, fiscal operations, accounting, information systems management or related experience including three (3) years of management or supervisory experience and experience in implementing a financial management system.
  • Valid Class 'C' Texas Driver's License.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months.  One year of higher education is defined as 30 credit hours completed at an accredited college or university.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks.  If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
  • Knowledge of operational characteristics, services, and activities of budget administration programs
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs
  • Knowledge of advanced principles and practices of municipal budget preparation and administration
  • Knowledge of principles of supervision, training, and performance evaluation
  • Knowledge of organization, function, and authority of various City departments
  • Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations
  • Skills in utilizing a personal computer and associated software programs
  • Ability to develop, implement and administer goals, objectives, and procedures for providing effective and efficient services for the City
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals
  • Ability to research, analyze, and evaluate new service delivery methods, procedures, and techniques
  • Ability to provide administrative and professional leadership and direction to subordinate staff
  • Ability to communicate clearly and effectively
  • Ability to prepare and present clear and concise administrative and financial reports
  • Ability to establish and maintain effective working relationships with City staff and officials, other government officials, community groups, the general public, and media representatives
  • Ability to work primarily inside an office environment
  • Ability to perform all the physical requirements of the position, with or without accommodations

Salary : $106,564 - $165,707
