About the Position:

The Marketing and Public Relations Specialist manages public and community relations tasks, developing and implementing strategies to enhance the department's community presence in line with its mission, vision, and values. Acting as the department's spokesperson, media liaison, and community representative, this individual coordinates and executes public relations tactics, including media relations, social media, and community outreach activities.


We seek candidates with:
  • Effective Communication: Demonstrates excellent oral and written communication skills to effectively communicate the department's core mission, vision, and values to the general public.
  • Government Background: Preferably experienced in a municipal government setting.
  • Marketing Expertise: Proven ability to develop successful business marketing strategies.
  • Social Media Proficiency: Skilled in managing business social media accounts.
  • Digital Media Expertise: Proficient in editing digital videos and photography.

As this position is within the Police Department, qualified candidates must successfully pass a thorough police background investigation which includes a:
  • Personal History Statement and Pre-Background Interview Questionnaire Packet
  • California Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) background investigation
  • Background Investigation with an Investigator

Essential Duties & Responsibilities

Typical Responsibilities:
  • Executes department and city communications plans, developing and implementing goals, policies, and procedures.
  • Creates and implements proactive public relations strategies using media relations, social media, advertising, and direct communication.
  • Researches, writes, edits, and distributes press releases, news articles, and public service announcements across various media platforms.
  • Interfaces with media, organizes press briefings, responds to inquiries, and supports communications during emergencies.
  • Prepares presentations, conducts on-camera interviews, and coordinates city video projects for television and social media.
  • Represents the department at events, engages with community groups, and coordinates public tours of department facilities.
CORE COMPETENCIES
Knowledge:
  • Writing and reporting techniques for various media formats.
  • Ability to develop and execute effective public information and marketing strategies.
  • Skills in managing media interactions, conducting press conferences, and drafting media releases.
  • Experience in planning and coordinating events to enhance public outreach.
  • Competence in digital photography, video production, and social media management.
  • Understanding of laws, statutes, and ordinances related to media relations and public information dissemination.
Skills:
  • Ability to craft effective and informative public information across various mediums.
  • Experience in planning, directing, and coordinating departmental media and public relations activities.
  • In preparing and delivering oral and written presentations, including on-camera and on-radio appearances.
  • Capability to analyze issues, propose solutions, and implement recommendations within established guidelines.
  • Maintaining confidentiality of sensitive information acquired during work duties.
  • Establishing and maintaining effective relationships with diverse cultural and ethnic groups, and collaborating effectively within a team environment.

Minimum Qualifications

Education and Experience:
Bachelor’s Degree in Public Administration, Public Relations, Journalism, Communications, or a closely related field.

Or

One (1) year of experience Public Relations or other related experience.

Licenses, Certifications, and Equipment:
A valid State driver’s license is required.

Supplemental Information

BENEFITS AND REWARDS

The City offers an attractive compensation and benefit package, that includes:

  • Retirement
    – Participation in the California Public Employees’ Retirement System (CalPERS). Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance – Monthly contribution of $715.00 (Employee Only), $1,377.00 (Employee plus one), or $1,841.00 (Employee plus Family) for health, dental and vision premiums. Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual “Health Insurance Waiver Stipend” of $3,500.00 every first paycheck of December.
  • Leave – Vacation beginning at 80 hours after one year, 96 hours of sick leave annually, 13 holidays, plus 18 hours of floating holiday time.
  • Life & Accidental Death and Dismemberment Insurance – The City provides Term Life and Accidental Death & Dismemberment (AD&D) Insurance.
