The hiring salary will depend on the candidate’s experience, qualifications, and education.


The Street Maintenance Supervisor oversees the maintenance, repair, and construction operations of the City Street Department, including paving, sealing, sweeping, snow and ice removal, and storm drain management. This role is responsible for all aspects of safety, including training, implementation, and compliance with safety standards. The Street Maintenance Supervisor directly supervises Equipment Operators.

The position requires a thorough understanding of the methods and objectives involved in maintaining, repairing, and constructing streets and storm drains. Additionally, it demands comprehensive knowledge of vehicle and equipment maintenance and repair. Strong interpersonal skills are essential, as the role involves maintaining collaborative and cooperative working relationships with elected and appointed officials, other City employees, external organizations, contractors, and the general public.


The primary duties are performed in a shop environment and outdoors, often involving the operation of or proximity to heavy and light equipment. This exposes the Street Maintenance Supervisor to adverse weather conditions, loud or noisy environments, and potential hazards. The work environment includes an office, shop, and outdoor settings where the noise level is generally moderate but may escalate due to equipment operation. The role frequently involves exposure to moving vehicles, heavy equipment, and traffic hazards in varied weather conditions.


The Street Maintenance Supervisor is an on-call position, responsible for responding to emergency situations. This role operates under the direct supervision of the Public Works Director, although considerable latitude is given for independent judgment.

  • Oversees the maintenance, repair, and construction operations of the City Street Department, including but not limited to paving, sealing, sweeping, snow and ice removal, and the management of storm drain systems.
  • Assists crews on-site by operating equipment when necessary.
  • Establishes priorities, makes daily work assignments, allocates resources, and supervises crews to ensure task completion.
  • Prepares work schedules and coordinates activities of reporting staff to ensure necessary supplies, equipment, and personnel are available.
  • Supervises, trains, schedules, assigns duties, evaluates, and disciplines (in cooperation with Human Resources) full-time employees. Responsible for hiring, training, scheduling, assigning duties, and disciplining (in cooperation with Human Resources) part-time and seasonal employees. Assists in the selection of permanent and temporary employees.
  • Completes employee evaluations for finalization by the Public Works Director and makes recommendations regarding commendations or discipline.
  • Ensures compliance with safety protocols by supervising training and enforcing safety standards in practice.
  • Schedules general maintenance and repairs of vehicles and equipment.
  • Participates in short- and long-term planning for street improvements and maintenance, including developing budget recommendations and ensuring departmental spending aligns with the approved budget.
  • Research methods and materials, recommends operational procedures, and develops contract specifications and details for road materials, construction or services, and equipment.
  • Monitors and reviews street construction and repair work for completion and quality.
  • Responsible for inspections within the right-of-way, including encroachments for sidewalks, driveways, fences, curb ramps, and road cuts.
  • Reads and interprets construction drawings, job orders, and job specifications.
  • Manages purchasing and related contracts for the department and advises the Public Works Director on present and future regulatory requirements, operational procedures, and department needs.
  • Responds to public comments, requests, and complaints; investigates issues and ensures resolution. Collaborates with Central Services Department to address insurance or claims.
  • Provides timely updates and reports to the Public Works Director regarding street operations, emergencies, and the overall condition of the City’s streets and drainage systems.
  • Coordinates departmental projects with other City departments and private contractors.
  • Directs winter snow storage, snow plowing, and de-icing operations.
  • Considers employee leave requests and ensures work schedules are adjusted accordingly.
  • Ensures compliance with all regulatory agencies and directs appropriate follow-up and reporting for any issues or solutions.
  • Performs all duties in accordance with City policies, procedures, and safety standards.
  • Carries out additional related tasks as assigned. Management reserves the right to modify responsibilities as necessary.
Knowledge of:
  • Methods, materials, and techniques for the maintenance, repair, and construction of streets, including paving, sealing, sweeping, snow and ice removal, and storm drain systems.
  • Equipment, tools, and machinery used in street maintenance, including gasoline and diesel-powered equipment, specialized paving equipment, and both hand and power tools.
  • Vehicle and equipment maintenance, repair methods, and operational procedures, including light, medium, and heavy equipment.
  • Safe working practices, including occupational hazards, safety regulations, and compliance standards related to heavy equipment, power tools, ladders, power lifts, and repair and maintenance activities.
  • Construction, repair, and maintenance practices and procedures, as well as cost estimating techniques.
  • Project development, contract and proposal preparation, and resource allocation for project completion.
  • Supervisory and management techniques, including employee training, evaluation, and disciplinary methods.
  • Budget development, implementation, and monitoring.
  • Documentation and record-keeping practices, including preparation and maintenance of inspection logs, maintenance records, and related files.
  • Reading and interpreting construction plans, blueprints, job orders, technical manuals, maps, and diagrams.
  • Applicable state, local, and federal regulations, including health, safety, and environmental codes.
  • Personal computer operation and job-related software applications for budgeting, scheduling, and documentation.
  • Principles of effective communication, both oral and written, for collaboration with the public, outside organizations, and other government agencies.
Skill and Ability to:
  • Supervise the maintenance, repair, and construction operations of the City Street Department, including overseeing equipment maintenance and repair.
  • Motivate and lead employees effectively, ensuring collaboration and a positive work environment.
  • Develop and maintain departmental budgets, monitor spending, and ensure compliance with approved allocations.
  • Plan, organize, assign, and evaluate the work of personnel, including developing work schedules and managing time-sensitive deadlines.
  • Train, evaluate, and discipline (in cooperation with Human Resources) employees effectively while maintaining a professional demeanor.
  • Respond to emergencies, remain on-call during critical situations, and manage resources during inclement weather operations, such as snow removal.
  • Analyze system conditions, identify problems, and implement effective solutions.
  • Operate a motor vehicle, and heavy equipment, including a semi-truck and trailer, as well as office equipment and specialized job-related software.
  • Read and calculate grades for street projects and ensure materials are placed accurately.
  • Communicate effectively, both orally and in writing, to establish and maintain positive working relationships with co-workers, the public, business partners, and other governmental agencies.
  • Prepare clear and concise reports, correspondence, and other documentation while maintaining organized filing systems.
  • Read, analyze, and interpret complex construction plans, technical information, and regulatory materials.
  • Manage multiple projects simultaneously, set priorities, and allocate resources effectively to meet deadlines.
  • Demonstrate sound judgment and problem-solving skills in accordance with policies, procedures, and regulatory standards.
  • Work independently, exercise initiative, and provide timely updates and recommendations to the Public Works Director.
  • Collaborate with organizations such as the Army Corps of Engineers and the Department of Environmental Quality (DEQ) on joint tasks and projects.
  • Ensure compliance with all regulatory requirements and enforce safety standards through training and daily practices.
Physical Demands:
  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodations, which permits the employee to discern verbal instructions, communicate with other employees and the public, and discern warning or emergency alarms, including vehicle backup warnings;
  • Sufficient vision or other powers of observation, with or without reasonable accommodations, which permits the employee to comprehend written work instructions and work orders, technical and operational documents, and blue prints;
  • Sufficient manual dexterity with or without reasonable accommodations, which permits the employee to operate a variety of power and hand tools and to make adjustments to equipment;
  • Sufficient body mobility, flexibility, stamina, and balance to perform operational and maintenance tasks, which require stooping, pushing, climbing and working on ladders, working in enclosed and confined spaces.
  • The job requires an employee to walk and stand for long periods and use fingers, hands, and arms to operate tools, buttons, levers, and other equipment, type on a keyboard, and move materials. The employee is frequently required to reach with hands and/or arms, occasionally required to lift and reach overhead, climb stairs or ladders, balance, stoop and bend, kneel, or crouch.  The employee may occasionally lift and/or move up to 100 pounds with or without assistance.  
  • Ability to operate vehicles, machinery, and heavy equipment for extended periods of time.
  • Ability to work outdoors in varying weather conditions, including exposure to extreme temperatures, rain, snow, and wind.
  • Capacity to respond to emergencies outside of regular work hours, including nights, weekends, and holidays.
Working Conditions:
  • Work is performed regularly in an outdoor environment with regular exposure to outdoor temperatures, dirt and dust.
  • The incumbent’s typical working conditions include exposure to excessive noise.
  • Duties may require some evening, weekend, holiday and/or on-call or emergency work. 
  • High School diploma or GED is required, and a college degree is preferred; and
  • Seven (7) years experience in street construction, repair, and maintenance work; and
  • Three (3) years of experience operating light and heavy duty equipment and using power, hand, and garden tools; and
  • Two (2)  years of supervisory experience.
Other Qualifications Required:
  • Must possess a valid Class A Idaho Commercial Driver’s License with a Tanker and Hazardous Materials endorsements and must be insurable.
  • Must be able to respond to emergencies within 30 minutes.
  • Shall maintain certification as a traffic control supervisor.
  • Shall maintain current CPR and First Aid certification.
Preferred Qualifications:
  • Knowledge of The Manual on Uniform Traffic Control Devices (MUTCD)
