Seattle’s Human Services Department (HSD) seeks a talented Grants and Contracts Specialist to join its Business Operations team. Human Services, a department of the City of Seattle, funds and operates programs and services that meet the basic needs of the most vulnerable people our community – families and individuals with low incomes, children, gender based violence survivors, unhoused individuals and families, older adults, and persons with disabilities. This position is part of the team that includes the Business Operations Planner and reports to the HSD Contract Policy Advisor.This position is required to be in the office a minimum of three days a week. The recruitment is open until filled with the first review of resumes being on January 14, 2025.
- Coordinate HSD Contract Execution process and assure all internal requirements have been met relating to evidence of insurance, System for Award Management registrations, remittance address confirmation, contract documentation file maintenance and the communication of Purchase Order creation.
- Administer all HSD General Terms and Conditions Agreements for contracted providers
- System Administrator for HSD’s contract management system and its digital signature system
- Contract administration for a limited number of agreements in Leadership and Administration Division (LAD), to inlcude contract preparation, negotiation and administration in accordance with standard HSD contract management process and policies:
- Reviews and monitors accounting and service records provided by subcontractors and consultants to determine actual costs for services
- Conducts quarterly fiscal assessments and semi-annual analysis of contractor expenditure reports in collaboration with Quality Assurance Team
- Tracks status and progress of contracted services; prepares reports for management review and maintains contractor files
- Processes contractor invoices; validates that amounts charged comply with contract provisions and applicable laws, rules, and regulations; approves release of funds to reimburse contractor
- Coordinates contract renewals using HSD templates and contact management system.
- Negotiates agency, and consultant contracts and amendments, including program goals and objectives, performance standards, reporting requirements, and budgets with the agency prior to sending through LAD for review and approval.
- Supports the Contract Policy Advisor with contract compliance tracking and training.
- Supports the Quality Assurance Team in tracking and reporting on compliance with required provider document and report submission.
- Provides technical assistance and training to HSd staff and contracted providers to increase their ability to provide quality services and navigate contractual requirements.
- Conducts research and gathers data to prepare subject matter expert materials to assist programs to meet contract requirements.
- Supports Contract Policy advisor and Business Operations Planner in creating internal training materials, provision of training and SharePoint resource maintenance.
Minimum Qualifications: Requires a minimum of one year professional experience in contract administration, budget management, planning, human services administration, and a Bachelor's degree in Business or Public Administration, a human services field or related field.
OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.Desired Qualifications:
- Experience in Public Administration, Contract Administration, Social Work, or other human services related field
- Experience coordinating services and systems designed to support social services activities
- Experience with contract management including funding processes, development of results-oriented contracts, and monitoring for compliance with fiscal and programmatic standards
- Experience implementing, analyzing, and/or ensuring compliance with complex State/Federal laws, regulations, policies, and procedures in the provision of services to vulnerable populations
- Experience with tracking and analyzing program performance, and/or outcome data and utilizing data to inform decision making
- Experience initiating and sustaining partnerships with internal and external stakeholders to accomplish programmatic goals
- Experience administering Contract Management Systems and Digital Signature systems as well as possessing a proficiency in using MS Office Suite
- Demonstrated commitment to advancing racial equity and social justice
- Strong written, oral, and interpersonal communication skills with the ability to effectively communicate with staff, external partners, and HSD leadership
- Strong problem-solving and analytic skills
The pay range for this opportunity is $37.07-$43.10 an hour.
