    PLANNER

    SUMMARY OF POSITION:

    Performs a variety of duties related to the functions of the Planning & Codes department including planning and zoning activities, development processes, and permitting processes. Communicates directly with the general public on a daily basis providing information about City requirements.

    EXAMPLES OF WORK:

    Essential Duties*

    • Provides information to the public regarding zoning and land use regulations, permitting processes, site requirements, subdivision platting, and other development requirements;
    • Explains planning processes to citizens, property owners, realtors, consultants, developers, and the general public; this includes zoning changes, plats, site plans, variances, specific use permits, limited use permits, and all other planning processes.
    • Reviews applications for zoning permits, site plans, subdivision plats, and other development plans, ensuring conformance with City regulations and providing comments for approval;
    • Prepares staff reports, exhibits, memorandums and other documentation for planning cases and presents findings and recommendations to various Boards and Commissions and City Council;
    • Attends after-hours meetings, workshops, and public hearings as required;
    • Enforces ordinances and regulations pertaining to planning and development as contained within the Unified Development Code, Seguin Code of Ordinances, and relevant State laws
    • Enforces conditions and requirements as approved on planning and development documents for specific use permits, limited use permits, variances, site plans, plats, etc.;
    • Conducts research and develops planning studies and reports to support updates to local plans, policies, and regulations;
    • Prepares studies, designs, reports or plans as component parts of major planning or development projects, including long-range planning documents, impact fee studies, capital improvement programs, thoroughfare planning, subdivision ordinance revisions, and zoning ordinance amendments;
    • Assists with annexation and development agreement procedures and processes, including the enforcement of active development agreements;
    • Coordinates with various City departments, consultants, contractors, and State and Federal agencies on the implementation of planning and/or development projects;

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge of: land use and general planning and zoning processes; basic principles and practices of urban planning and development; basic statistics and data gathering methods; basic principles of Geographic Information Systems; modern office procedures methods and computer equipment and programs; principles of GIS as applied to municipal government; property boundary descriptions, local zoning and subdivision regulations and the ability to learn to interpret them, research methods and techniques and pertinent federal, state and local laws, codes and regulations.

    Ability to: possess a fundamental understanding of laws underlying general plans, zoning and land divisions; learn to interpret planning and zoning programs to the general public; interpret and utilize current literature, information sources and research techniques in the field of urban planning; use ArcGis software at a moderate level; perform basic plan checking activities; communicate clearly and concisely, both orally and in writing; interpret and administer the City’s subdivision and zoning ordinances; read and interpret documents and maps; interpret and apply state and local policies, procedures, laws, codes, and regulations; communicate effectively orally and in writing; prepare spreadsheets and conduct research through use of the internet; work independently and creatively; exercise good judgment, tact and diplomacy in all public dealings; and establish and maintain effective working relationships with other city employees and the general public.



    ACCEPTABLE EXPERIENCE AND TRAINING:

    Bachelor’s degree in Planning, Public Administration, or related field and one year of planning experience.

    or any equivalent combination of experience, training which provides the required knowledge, skills, and abilities.

    CERTIFICATES AND LICENSES REQUIRED:

    Valid Texas Driver's License with an acceptable driving record.

Salary : $48,100 - $60,900
