SENIOR NETWORK ENGINEER's Primary Purpose:
Primary support to the City's telecommunication utility, Sherwood Broadband, including administering and supporting core, edge, and client equipment. Perform a variety of senior level network administration duties, analysis and support in the administration of Local and Wide Area Networks including hardware, software, security and other related applications and services. Provide 24/7 troubleshooting and support for client outages and issues including the coordinating of physical plant repair. Maintain system documentation including field verifying physical assets and taking appropriate measures to insure their protection. Additionally, perform the same/similar networking duties for the City of Sherwood.

The Network Engineer Essential Duties include:
- Provide installation, maintenance, inspection and repair of City telecommunication equipment and infrastructure; troubleshoot physical fiber and optical network failures using experience and test equipment; articulate network problems to other broadband staff, support personnel, and/or contractors involved in repair work.
- Test and troubleshoot fiber optic issues, using test equipment such as OTDR's, light meters, and fiber identifiers. Troubleshoot and repair optical equipment such as passive optical network, wave division multiplexing, and associated equipment.
- Act as escalation resource for broadband installation technicians on complex installation issues.
- Perform installation, upgrade and maintenance of network servers, routers, switches, firewalls and other network components. Install new hardware and software to support the network, monitor network traffic and health using various tools. Perform troubleshooting and resolve problems related to the network and/or customer connections when needed.
- Plan, design, and implement the installation of fiber networks by mapping new fiber routes and coordinating with engineers, permit authorities, contractors and broadband staff.
- Perform support activities associated to systems and network administration tasks as well as end user support, including training and documentation.
- Document and keep records of all key pieces of information necessary for successful operation and maintenance of utility assets. This includes updating splicing documentation, drafting new or modified routes in the fiber management system, and logging necessary customer support information.
- Manages records and information in any format, in accordance with applicable statutes, regulations and City Policy, guidance and records retention schedule.
- Respond to customer service inquires including answering phone calls, performing site visits, and troubleshooting customer connection issues.
- Maintain the safety of confidential and sensitive information by following information security principles and practices.
- Follows all safety rules and regulations and ensures a safe working environment.
- Responsible for the safe operation of all equipment ensuring equipment is not operated beyond its limits.
- Establish and maintain positive working relations with coworkers and provide excellent customer service to citizens and the general public.

The Senior Network Engineer Essential Duties include:
- Responsible for the operations and maintenance of all Sherwood Broadband and City of Sherwood networks. Act as the Senior Network Engineer, performing analysis on current and future systems as to ensure proper functioning, security and performance. Analyze, plan, deploy, and document future systems and upgrades.
- Install, upgrade and maintain network servers, routers, switches, firewalls and other network components. Install new hardware and software to support the network, monitor network traffic and health using various tools. Perform 24/7 troubleshooting to resolve problems related to the network and/or customer connections.
- Act as the primary network security professional, ensuring all networks systems are implemented and operating with the strictest security controls and measures. Perform network monitoring, security scans and troubleshooting when necessary. Work with other IT staff and their security related projects to ensure consistency in all security operations.
- Identify needs for networking. Research and recommend appropriate networking systems, participate in coordination and implementation of networking systems.
- Perform support activities associated with server and software installation, configuration, maintenance and connectivity. Inspect and repair network wiring, servers, switches, routers and systems.
- Provide 24/7 response and troubleshooting of fiber optic related outages and coordinate the repair of City/Broadband owned facilities. Work with partner service providers and customers to troubleshoot network issues and inform them of service disruptions and planned outages.
- Work in the field to inspect, verify, document, and protect City owned facilities including making site visits to Sherwood Broadband customer sites and other city facilities. Perform fiber splicing/termination in both indoor and outdoor facilities. Assist with small fiber optic installations including pulling fiber into vaults/buildings and installing fiber optic structures.
- Participate in team efforts to define, review and refine procedures for the maintenance of stable network operations, secure network environment, and overall IT operations
- Coordinate the work of a project team; guide and formulate project needs and requirements; manage and complete projects within specific time and budget constraints.
- Assist other IT staff with projects. Perform end user support on the various systems the IT department is responsible for.
- Provide excellence in internal and external customer service. Create a positive experience for customers through professional and courteous behavior and creative problem resolution.
- Maintain cooperative working relationships with City staff, customers, other organizations and the general public.

- Assist IT Manager with management of tasks as needed.
- Typical education would include a four-year university degree in computer science or Information Services or a closely related field; AND
- Three (3) years of work experience in network or systems administration or information security; AND
- Two (2) of the years working with fiber optics and telecommunications maintenance, or network administration/engineering; OR
- Any satisfactory combination of education, experience and training which demonstrates the knowledge, skills and abilities to perform the above duties.
- Typical education would include a four-year university degree in computer science or management information science; AND
- Five (5) years of work experience in network or systems administration or information security; AND
- Two of the years working with fiber optics and telecommunications maintenance, or network administration/engineering; OR
- Any satisfactory combination of education, experience and training which demonstrates the knowledge, skills and abilities to perform the above duties.
Ability to: Prioritize and organize tasks within specific timelines. Ability to exercise good judgment, courtesy, patience and tact in public contact and problem resolution. Ability to work independently on assigned tasks and to make decisions with minimal supervision. Ability to learn outside plant fundamentals including fiber splicing, fiber to the premise, design standards, and network administration in a service provider environment.
Special Requirements/Licenses: Possession of a valid Driver's License.
Desirable Qualifications for Network Engineer: Advanced experience with network equipment, routing and switching, provisioning customers in a GPON environment. Process a CCNA or JNCIA certification.
Desirable Qualifications for Senior Network Engineer: Cisco, CCNA or CCNP Certification. Experience in a service provider environment including outside plant maintenance; experience with fiber optic cabling; Windows and Linux server administration.
SUPPLEMENTAL INFORMATION:
Physical Demands: While performing the duties of this position, the employee is frequently required to stand, sit, bend, stoop, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Many duties are physically demanding requiring entry to confined spaces and occasionally moving materials weighing up to 50 pounds. Movement of materials weighing up to 50 pounds may consume up to 15% of the work period. Activity and types of duties performed require manual dexterity and coordination.
Working Conditions: The duties take place inside or outside of buildings with exposure to all types of weather conditions and terrain on a year-round basis. Position performs 24-hour emergency duties and may be subject to call-out after normal hours. Entry to confined spaces is required on an infrequent basis.
