What are the responsibilities and job description for the RECREATION LEADER - Part-Time position at City of Signal Hill?
The City of Signal Hill is seeking enthusiastic, energetic and customer service-oriented individuals looking to start a career in the public sector. This recruitment will be used to fill summer seasonal and year-round part-time Recreation Leader positions.
The individual(s) selected for these part-time positions will work an average of 20 hours per week and must be available to work a varied schedule including nights, weekends, and during city-wide special events.

Depending on assignment, duties may include, but are not limited to, the following:
EARLY CHILDHOOD, YOUTH, TWEEN PROGRAMS, & SPORTS
- Organizes, conducts, and supervises free play and team activities for participants. Officiates and instructs at youth sports activities and in games including, but not limited to basketball, softball, football, baseball, volleyball, soccer, track, and field.
- Instructs fundamentals of play and sportsmanship conducted in recreational activities. Ensures that parent and player code of conduct is being honored.
- Plans and coordinates inter-play competitions in various recreational activities.
- Leads free play and team activities for various age groups.
- Explains, demonstrates, and supervises new and original games.
- Assists in supervising special athletic events and programs such as contests, dances, special activity days, various meets and tournaments and special excursions; and assists in administering first aid.
- Monitors all activities and enforces rules and regulations to assure the safety and welfare of program participants.
- Communicates with parents regarding questions or concerns of recreation programs.
- Maintains department equipment and supplies; organize furniture arrangements and set-ups; cleanups program activity area; and returns supplies, tables, chairs, and equipment to appropriate places.
- Assists with administrative office work when needed. Uses basic computer applications including Microsoft Office Suite, online recreation management software programs (i.e., CivicRec or ActiveNet), and receive payments.
- May be required to work various shifts including nights, weekends, and holidays.
- May perform various related duties as required including general cleaning, preparing snacks, and maintaining site program supplies.
PARK PATROL
- Plan, develop, organize, and evaluation program(s) and follow up on important details; recommend new program.
- Monitor a variety of recreation or park permits.
- Assist with the coordination of staff assignments.
- Assist with monitoring budget expenditures in specified areas.
- Draft reports for distribution to other departments.
- Enforce rules and regulations to assure the safety and welfare of participants.
- Conduct inspections of buildings, facilities, and equipment daily to ensure sites are safe and clean; recommend actions to supervisor.
- Anticipate and order needed supplies; ensure that equipment required is available for use.
- Maintain inventory; re-order and restock supplies as needed.
- Perform various related duties as required.
Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical way of obtaining the required qualifications is to possess:
EDUCATION: High school diploma or GED equivalent.
EXPERIENCE: Some college courses preferably in recreation, child development, education, or related field. Demonstrated responsible experience in recreation or related programming for individuals of all ages and customer service.
LICENSE/CERTIFICATION: Valid Class C California driver license, acceptable driving record, and evidence of insurance are required. Red Cross first aid and CPR certificate required within three months of employment
DESIRABLE QUALIFICATIONS: Experience working in a field of recreation.
Knowledge of:
- Methods and techniques of developing, planning and organizing group recreational activities.
- Principles of supervision and training.
- Budget principles and practices.
- Safety practices; first aid and CPR procedures.
- Community and public relations.
- Ability to coordinate eyes, hands, feet and limbs in performing slightly skilled movements, such as pressing, cutting or mixing.
- Ability to exert moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching and crawling, carrying, pushing and pulling.
- Ability to maneuver and steer equipment and machinery requiring simple, but continuous adjustments, such as the operation of an automobile.
- Ability to work weekend and evening hours.
- Ability to lift, push and pull 15 pounds.

- Ability to utilize a wide variety of descriptive data and information, such as regulations, correspondence and general operating manuals.
- Ability to effectively communicate with groups of children or adults utilizing a broad base of verbal skills.
- Ability to advise and interpret to others how to apply policies, procedures and services based on community recreational needs and interests.
- Ability to persuade, convince and/or train others, including the ability to act in a lead worker capacity.
- Ability to maintain records, prepare reports and schedules.
- Ability to work under moderately safe and comfortable conditions where exposure to environmental factors may cause discomfort and where there is a risk of injury, requiring minimal recovery.
Other Requirements:
City application and supplemental questionnaires will be reviewed and candidates whose qualifications best meet the requirements will be invited to an oral interview. Candidates must pass a physical examination and drug screening after the conditional offer of employment. A background check will be conducted and proof of U.S. citizenship or employment authorization is required. Proof of satisfactory driving record also required.

Fingerprinting:
Applicants who are selected for hire are fingerprinted during the pre- placement processing period. All fingerprints will be processed with the Department of Justice to verify criminal records or absence thereof.
Physical Examination:
Employment offers are conditional based, upon the successful completion of a medical examination which includes drug and alcohol screening for safety sensitive positions. Physicals are performed by the City's designated physician at the City's expense. Candidates are cautioned not to quit their jobs or give notice to their current employers until they are determined to be medically qualified.
Possession of a Valid California Driver's License:
An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Signal Hill. An employee assigned a City vehicle must acknowledge receipt and understanding of City Policy covering the use of City vehicles.
Oath or Affirmation of Allegiance for Public Employees
All City employees are required to sign the Oath or Affirmation of Allegiance for Public Employees upon the beginning of employment.
Disaster Service Worker:
All City employees are required to perform assigned emergency service duties in the event of an emergency or disaster and are required to sign a Disaster Service Worker Statement upon the beginning of employment.
