Description
Primary function of the job is to independently perform the review of plans and the inspections of constructed earth changes at selected properties in accordance with departmental regulations and established technical standards. Regular communication with coworkers and/or the public to obtain and/or provide information, and the handling of difficult people is expected. Employee may be exposed to inclement weather.

Reviews plans, approves and issues permits for proposed earth changes near bodies of water, including lakes, rivers, streams, or involving large acreage in accordance with provisions of state and local laws
Performs field inspections at work sites to determine if adequate storm water and erosion control practices are being employed
Prepares reports of inspection activities as required, including conditions found, actions taken, recommendations for further action, and issues violation notices
Discusses storm water and soil erosion control requirements with contractors, property owners, and other interested parties
Explains and interprets storm water and erosion control provisions
Typical Qualifications
EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from high school or G.E.D. and minimum of two years education at an accredited college or university with major course work in Environmental Science, Natural Resources, or a related field
Three years of experience in soil conservation work
Course work in storm water and soil erosion may substitute for two years of the experience requirements if there is demonstrated knowledge, skills, and ability to perform the work.

Familiarity with Geographic Information Systems
Knowledge of the legal procedures and requirements for storm water and erosion control and the County and local ordinances and guidelines
Considerable knowledge of soils, soil erosion, and storm water runoff control techniques
Interpersonal skills necessary to deal courteously and effectively with other employees, local and state agencies, and the public
Physical condition adequate for performing duties of the position; i.e. able to walk over uneven terrain, climb up and down inspections sites, stoop and dig
Ability to enforce storm water and soil erosion provisions firmly, tactfully and impartially
Ability to read and interpret construction plans, specifications, and blueprints and to relate them to the construction process
Ability to comprehend, process and apply both verbal and written skills appropriate to the job
Ability to maintain confidentiality

Effective 1st of the month after 30 days of employment
