OPERATOR II
DEPARTMENT: PUBLIC SERVICE
DIVISION: STREET
SUPERVISION RECEIVED: Works under the general supervision of the Deputy Director of Public Service.
SUPERVISION EXERCISED: This position has no formal supervisory responsibilities.
POSITION CLASSIFICATIONS: The position of Operator II in the City of Stow is classified by the Stow Municipal Civil Service Commission, is Non-Exempt under the Fair Labor Standards Act and is included in a collective bargaining agreement.
PURPOSE: Performs a variety of semi-skilled and skilled maintenance work and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of streets and storm drainage facilities and systems.
ESSENTIAL FUNCTIONS:
1. Performs basic preventative maintenance and repair of City Street and storm drainage systems and the operation of equipment requiring highly skilled manipulation of controls and attachments in maneuvering for safe and efficient special purpose operations.
2. Participates in a work crew or instructs work crew activity or the work of other equipment operators.
3. Drives truck for transporting fill materials, berming operations, towing a trailer and leaf machine.
4. Plows snow, removes ice, spreads salt and salt brine.
5. Operates hoe to ditch, slope banks in ditches, and set stone sewer pipe and culvert.
6. Operates backhoe to cut deep ditches, set and dig out curbs, and excavate streets.
7. Operates heavy roller in pavement repair operations.
8. Operates tractors with specialized equipment.
9. Operates sewer jet and vacuum.
10. Makes daily inspection of assigned equipment.
11. Assists in the training of lower-level employees to increase their skills in the maintenance, construction and repair of streets and storm drainage facilities.
12. Performs preventative maintenance and reports major maintenance needs and mechanical problems.
13. Performs all duties in conformance with appropriate safety and security standards.
14. Compliance with all City of Stow city-wide and departmental policies, work rules and procedures.
15. Regular, reliable, predictable, and punctual attendance is an essential function of the position. (This is due to the fact that employees work as part of a team, and that there are a limited number of employees available to perform numerous tasks critical to meeting the efficient and effective delivery of statutory services to the public, and/or among whom the responsibilities to perform those numerous tasks can be distributed.)
16. Performs other duties related to those of the position and/or resulting from the needs of the organization.

QUALIFICATIONS:
1. Must possess a high school diploma or GED equivalent.
2. Must have three (3) to five (5) years of construction or City services maintenance and repair work experience.
3. Must have a minimum of three (3) years of experience in operating large complex construction equipment.
4. Must have considerable knowledge of and skill in the effective and safe operation of large complex departmental automotive equipment in traffic and in and around work crew areas.
5. Must have considerable knowledge of the component parts of such equipment, the performance limits, and the preventative maintenance necessary to keep equipment in satisfactory operation.
6. Must have some understanding of construction surveying and interpreting construction drawings.
7. Must have the ability to keep records such as time spent on a job and the materials used.
8. Must have the ability to work an irregular schedule, and/or second shift, and under adverse conditions and to respond to emergency and routine call-outs.
9. Must have the ability to lift and carry heavy loads.
10. Must have an appreciation of safety considerations and the need for quality work performance.
11. Must obtain, within six (6) months of hire and continuously maintain throughout the term of employment, a valid State of Ohio Commercial Driver’s License (CDL) Class “A” with air brake and tanker endorsement.
12. Must have the ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with City employees and officials and the general public.
TOOLS AND EQUIPMENT: Operates equipment as listed in the “Classification of Equipment” list under Operator II (Exhibit C) of the A.F.S.C.M.E. Service Unit Contract, including but, not limited to: single and dual axle heavy duty dump trucks, bulldozers; loaders; backhoes; heavy rollers; tractors; sewer jets and vacuums; powered and non-powered hand tools and machinery repair equipment; snow blowers; weed eaters; automobiles and light trucks under one ton; and leaf equipment. Also operates telephones, mobile and portable radios, computers, including basic word processing and spreadsheet software programs, copy and facsimile machines.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to below 30°F temperatures, wind, wet and/or humid conditions, and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
