Code Enforcement Officers perform a variety of field and office tasks related to investigating, inspecting, and ensuring compliance of nuisance, zoning, planning, building, storm water, community preservation and abatement regulations and codes. Positions filled at the I (entry) level perform the more routine and less complex assignments while learning City policies and procedures. Positions filled at the II (journey) level receive only occasional instruction or assistance as new or unusual situations arise, are fully aware of the operating procedures and policies of the work unit and assist the entry level in learning basic job tasks.

Essential Job Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Performs a variety of field and office work in support of the City’s code enforcement program; enforce compliance with City regulations and ordinances including those pertaining to zoning, land use, nuisance, housing and building codes, health and safety, blight, graffiti, and other matters of public concern.
- Receive, process, and investigate complaints and inquiries regarding code violations; communicate with parties involved in issues or violations using diplomacy and tact; and determine appropriate solutions and respond using a problem-solving approach.
- Prepare and issue citations and other notices that outline proper repair, correction methods, time limits, permits and all necessary remedial work required; post notices relating to required abatements; carry negligent cases through prosecution in situations of non-compliance.
- Conduct field inspections and re-inspections; plan and maintain schedules; monitor and follow up on compliance and report problems; and photograph or film violations for evidence; may testify at hearings or other court proceedings.
Minimum Qualifications
I (Entry Level) – Education/Training/Experience
- High School Diploma or equivalent.
- One year of full-time public contact experience requiring persuasive communications, searching source documents, and interpreting, explaining and applying standards, guidelines, and policies related to regulatory and/or health and safety laws.
II (Journey Level) – Education/Training/Experience
- High School Diploma or equivalent.
- Two years of experience in a public sector environment performing difficult, sensitive, and technical code enforcement, vehicle abatement, building inspection, environmental health inspection, code enforcement or related activities; or two years of experience like that of a Code Enforcement Officer I with the City of Suisun City.
License or Certificate
- Possession of a valid California class C driver’s license is required.
- May be required to complete PC 832 training within 12 months of appointment.
Desirable Qualifications:
- Supplemental coursework or training in code enforcement, planning, law enforcement, construction, engineering, public administration, or related field is desirable
- Possession of a Code Enforcement Training Certificate (for example, as issued by the California Association of Code Enforcement Officers, or similar professional group, by an educational institution, or by a governmental agency) is highly desirable.

Benefits
- Retirement – Employees who are considered New Member to CalPERS will have the benefit formula of 2% at 62, highest three-year average final compensation in accordance with PEPRA legislation. For employees who are considered “Classic” CalPERS members, the benefit formula is 2% at 55 with single highest year final average compensation.
- Health, Vision, and Dental Insurance – City-paid medical coverage up to current CalPERS Kaiser Family rate applicable to a selection of medical plans. Employees with other group medical coverage may be eligible for an in-lieu cash payment of $500 or $700 depending on coverage level
- Life Insurance – City pays for $200,000 of Basic Life Insurance coverage.
- Time Off/Holidays – Vacation is accrued initially at the rate of ten days per year with amounts increasing over time; the City observes twelve (12) paid holidays and two (2) floating holidays per year.
- Deferred Compensation – Voluntary contribution to the 457 Plan. City match up to $100 per pay period.
- Social Security/Medicare – City does not participate in Social Security; City withholds for Medicare.
