Position Summary:
The purpose of this position to perform a variety of complex professional work developing, planning and overseeing the City’s Capital Improvement Program.

Position Scope:
This is a senior-level management and Essential Personnel position.

This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities.  Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

  • Develops and implements goals, objectives, policies, priorities, and operating procedures pertaining to the CIP. Prepares the CIP annual budget and supervises the control and expenditure of CIP appropriations.  Recommends projects and project costs. Participates in the grant development process.
  • Works with the Director of Public Works to assure optimum departmental activity in the construction of all City facilities and infrastructure. Plans, organizes, directs, and coordinates capital improvement projects including engineering design, field survey, property acquisition, and construction management for the public infrastructure needs of the community. 
  • Develops bid specifications.  Oversee the administration of all CIP contracts, evaluates contract compliance and ensures contractor performance meet City standards. Prepares and submits reports of CIP activities to the City Manager, keeping him/her fully apprised of pertinent information.  
  • Participates in meetings, conferences, and training with peers in other agencies as a means of maintaining up-to-date knowledge of trends in the field. Attends local meetings and represents the City to the public on all CIP matters.  Attends City Commission meetings as requested by the City Manager.  
  • Provides in-house engineering services for both CIP projects and other City projects as needed. Directs the conduct of engineering studies that evaluate feasibility of proposed or ongoing projects or methods, or to determine solutions to existing field problems, assembling and evaluating technical data, providing technical leadership and solutions.
  • Performs inspections of local development projects to ensure they conform to City and County regulations. Oversees implementation of the National Pollution Discharge Elimination System Permit for the City.
  • Manages and participates in the programs, activities and projects connected with transportation and related engineering. 
  • Prepares the City’s transportation improvement plan and street system. Provides consultation on and recommends long range transportation plans and related infrastructure. 
  • Directs and reviews technical reports, plans, structural calculations, and specifications prepared by others for adherence to City standards and accepted engineering practices.
  • Performs other related duties as assigned.

  • The ability to prepare, review, and interpret engineering and construction plans and specifications. The ability to analyze technical design engineering, construction engineering and surveying problems. The ability to read design and construction-related drawings.
  • Technical writing skills sufficient to prepare project specifications, requests-for-proposal, process documentation, and communications suitable for external distribution. 
  • Good knowledge of construction management and CIP responsibilities and activities, equipment and practices. Technical and functional knowledge of CIP activities, equipment and practices. Knowledge of personal computers and Microsoft Office necessary to be effective.
  • Ability to troubleshoot, analyze and interpret technical governmental regulations or procedures. Professional specialization in engineering theory, principles, practices, materials, costs, construction principles, techniques and trends, regulations, standards and equipment.
  • Advanced professional knowledge in Civil engineering discipline with additional professional knowledge in other engineering professions. In-depth knowledge of program planning, organization principles, budget preparation, labor and cost control, and engineering contract administration. Knowledge of computer-aided-design and computer-aided-engineering programs.
  • Well-developed communications and human relations skill to convey technical engineering concepts to conduct negotiations and work cooperatively with internal and external customers. Advanced mathematics skills to conduct stress, load bearing, and financial computations.
  • The ability to work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the City.

Required Education & Experience: 

  • Bachelor’s degree in Civil Engineering supplemented by eight (8) years of progressively responsible construction management experience. Or any acceptable related combination of training and experience.

Licenses and/or Certifications:

  • A valid Florida driver’s license is required., CDL preferred. Florida registered PE in Civil Engineering required.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or fee and talk or hear.  The employee frequently is required to stand; walk; sit; reach with hands and arms; and stoop, kneel, crouch, or crawl. The employee is occasionally required to climb or balance.  The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 30 pounds.  Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.
Additional Information:
  • There is a one-year probationary period.
  • It is the responsibility of the incumbent to maintain their licenses and/or certifications as a job requirement.

Salary : $109,294 - $179,241
