Description
NATURE OF WORK
Under supervision of the Chief Structural Inspector, performs technical work associated with the reviewing of structural plans to assure compliance with the Florida Building Code, City of Sunrise Ordinances, and other applicable codes. As required, an incumbent in this classification performs structural field inspections as needed and a variety of other duties associated with enforcement of the Florida Building Code (FBC).

ESSENTIAL JOB FUNCTIONS
- Performs tasks outlined below under the direction of the Chief Structural Inspector and / or Building Official, within the defined political boundaries of the City of Sunrise or other areas only as permitted by inter-local agreement.
- Performs plan reviews of buildings and structures in accordance with the FBC and the Broward County Amendments to the Florida Building Code and other Codes, standards and regulatory requirements.
- Performs field inspections of all structural discipline related components, including work and materials, used or installed in new construction, additions, alterations, or repairs as outlined in the Broward County Amendments to the Florida Building Code.
- May issue a stop work order under the direction of the Chief Structural Inspector and / or Building Official whenever work is being done in violation of the provisions of the Code or is being performed in a manner that would create a hazard to life or property.
- May issue an Unsafe Structure order under the direction of the Building Official whenever the situation arises.
- Investigates complaints of work performed without the required permits and document any violations found.
- Assists in the preparation for prosecution of code violators and represents the City at Special Magistrate hearings.
- Provides superior customer service and correspondences with property owners, contractors, architects, engineers, and developers who request information regarding the Codes in effect, plan review comments, and / or inspections that have been or will be performed.
- Answers technical questions concerning the Florida Building Code for field structural inspectors, depending on area of expertise.
- Performs related work as required.

To be eligible for appointment as a Structural Plans Examiner, such person shall hold the required licenses and / or certifications needed to be certified by Broward County Board of Rules and Appeals (BORA) as a Structural Plans Examiner.Such person shall be a Florida Registered Architect or a Florida Licensed Professional Engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida, two (2) years of which shall have been within the High Velocity Hurricane Zone (HVHZ) or by passing the Board of Rules and Appeals (BORA) HVHZ exam.Such person must possess a current license as a General Contractor with at least five (5) years of experience within the State of Florida in the structural discipline with that license of which, two (2) years shall have been within the High Velocity Hurricane Zone (HVHZ) or by passing the Board of Rules and Appeals (BORA) HVHZ exam.In addition, such person shall be a Standard Building Inspector and appointed as such, for a minimum of one (1) year by an AHJ or school board within the State of Florida.Possess a current active license issued by the State of Florida, Building Code and Administrators and Inspectors Board (BCAIB) as a Standard Building Plans Examiner and Standard Building Inspector. (Architects and Engineers are exempt from BCAIB certification only.)Possess a current Certificate of Competency or a Professional Engineer or Architect registration issued by at least one of the following entities :Florida Construction Industry Licensing Board.

Structural Plans Examiners and Inspectors shall be required to obtain a Reinforced Unit Masonry certification within two (2) years from their initial BORA certification date.
REQUIRED CERTIFICATIONS / LICENSES : (Trainees Only)
To be eligible for appointment as a Structural Plans Examiner (Trainee), such person shall be certified by the Building Code and Administrators and Inspectors Board (BCAIB) as a Standard Building Inspector and such person must hold the required licenses and / or certifications and experience needed to also be certified by BORA as a Structural Inspector.Possess a current license as a General Contractor with at least five (5) years of experience within the State of Florida in the structural discipline with that license of which, two years shall have been within the HVHZ or by-passing BORA's HVHZ exam.Serve as a Building Inspector for a minimum of one (1) year for an AHJ or school board within the State of Florida AND who complies with the requirements to be certified by BORA as a Structural Inspector.Be a Florida Registered Architect or a Florida Licensed Professional Engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida, two (2) years of which shall have been within the HVHZ or by passing the BORA HVHZ exam.AND ALL REQUIREMENTS BELOW

Annual leave may be taken as earned after completion of (90) calendar days. Maximum accumulation each fiscal year is 290 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay. Annual leave is accrued based on continuous, full-time service with the City, as follows :

Annual Leave Cash Out :
Employee can opt to receive a non-pensionable cash payment twice per year for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.
Floating Holidays :
Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year. Floating holidays shall not
carry over to the next fiscal year.
Perfect Attendance :
For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited. Employees who qualify for a consecutive Perfect Attendance benefit shall receive fourteen (14) hours of annual leave credited for each applicable consecutive earning period.
Sick Leave :
Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and unlimited accrual. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.
Sick Leave Conversion :
After completion of one (1) year of continuous, full-time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty- eight (48) hours) of accrued sick leave into annual leave. Conversions are subject to the following : A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.
