NATURE OF WORK

This classification involves specialized and limited law enforcement and public safety work involving crowd control, traffic control, and the protection of life.

An incumbent in this classification is responsible for performing tasks of more than average difficulty involving the protection of life and property. After completion of an initial training period, the incumbent is responsible for enforcing federal, state and local laws, and performing related police activities. Under general supervision of a Police Sergeant or other designated supervisor, the incumbent is required to exercise independent judgment as well as tact, courtesy and self-control in performance of duties. The incumbent is also expected to make decisions calmly and quickly in emergency or hazardous situations. Reserve Police Officers will be assigned to work various hours including nights, weekends, and holidays. This classification is designated solely as part-time. This is not a full-time position.

Regular Rate: $36.20 per hour (Includes Training)

Special Detail Rate: $52.50 per hour (Based on Assignment)

Examples of Duties

Essential Job Functions

  • Participates in crowd control and traffic control for events
  • Inspects assigned area as often as possible, giving particular attention to potential crime hazards or situations
  • Provides numerous human services, general information, and assistance to the public
  • May initiate preliminary investigation of incidents requiring police actions
  • Preserves crime scenes
  • Renders first aid
  • Interrogates subjects and witnesses
  • Conducts area searches
  • Makes arrests as appropriate
  • Records all relevant facts
  • Makes required court appearance as assigned and required
  • Applies knowledge of departmental policies, rules and regulations and standard operating procedures to situations which occur
  • Promptly takes appropriate action against all persons who are seen violating the law
  • Takes lost, stolen or abandoned property into custody and makes disposition of same
  • Enforces traffic laws and conducts accident investigations.
  • Patrols assigned area to eliminate the opportunity for crime to occur
  • Responds to and attempts to settle disturbances
  • Performs related work as required and assigned

Requirements

EDUCATION

  • Graduation from an accredited high school or possession of a G.E.D. diploma
  • PROOF OF HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)

Experience

  • Ability to meet all requirements of the Criminal Justice Standards and Training Commission
  • Current certification as a state of Florida Law Enforcement Officer
  • Must possess a valid driver’s license with an acceptable driving record
    • Must obtain a valid Florida driver’s license prior to hire
  • Must be in good standing from a Florida Law Enforcement Agency and have officially separated or retired by the time of hire
  • All retired City of Sunrise Certified Police Officers must have been officially separated from employment with the City a minimum of six (6) months prior to application submittal

  • Sunrise Police Department Background Questionnaire. This booklet can be downloaded by clicking the link. Please note it must be typed AND notarized.
  • Proof of Citizenship – List of Acceptable Documents:
    • U.S. Birth Certificate or
    • Certificate of Naturalization and Non-U.S. Birth Certificate or
    • Current U.S. Passport and Non-U.S. Birth Certificate
  • Social Security Card
  • Driver’s License
  • Florida Police Officer Certificate
  • High School Diploma or GED Certificate and Transcripts
  • College Diploma and Transcripts (if applicable)
  • CJBAT Test results
    • Must have passed the Criminal Justice Basic Abilities Test (CJBAT). The following applicants are exempt from the CJBAT requirements:
      • Veterans with an “Honorable” Military discharge (DD214)
      • Applicants with an Associates Degree or higher
      • Florida Certified Police Officers are not required to retake test
  • Physical Agility Test results
    • Must pass swimming (SWIM) and Physical Agility Test (PAT)
      • Tests must be taken at Broward College Institute of Public Safety
      • PAT results are valid for six (6) months
      • SWIM results are valid for life
  • Military DD214 (if applicable)
  • Supporting Documents: Training certificates, awards, letters of recommendation and any other licenses held
ASSIGNMENT

  • Reserve Police Officers are to be utilized for Special Detail Assignments or other Police Department assignments authorized by the Police Chief or designee.

DISCLOSURES

  • Reserve Police Officers shall not be considered as entry-level for regular full-time Police Officer positions and there should be no expectation that Reserve Police Officers will ever become employed as a full-time, regular Police Officer. Incumbents in this classification are not subject to the City pension plan nor are eligible for any City pension benefits. Reserve Police Officers positions are 'at-will' and are not subject to any of the terms included in the Fraternal Order of Police or Police Benevolent Association Collective Bargaining Agreements.
  • Incumbents are not permitted to serve in the capacity as a law enforcement officer with any other agency while serving as a Reserve Police Officer with the City of Sunrise.
  • Reserve Police Officers are required to work one Event or Assignment per month.
  • Reserve Police Officers will not be guaranteed any specific number of hours of work during any given day/week/month and will work a maximum of 24 hours per week. This classification is designated solely as part-time. This is not a full-time position.

Work Environment:

  • Part-time work shift hours vary and may include nights, weekends and holidays. High degree of exposure to potentially hazardous conditions including inclement weather and severe temperatures. Officers may be subject to dangerous and stressful situations.

  • A pre-employment medical examination and complete background investigation is required
  • Ability to climb, balance, stoop, kneel, crouch or crawl in the pursuit of suspects and/or in crime scene investigations
  • Prolonged carrying of articles weighing between 10 to 25 lbs.
  • Sitting, standing, or walking for long periods of time
  • Occasional squatting, climbing, kneeling, and running
  • Ability to operate city issued motor vehicles

Sensory

  • Corrected visual acuity of 20/30 in both eyes; no marked red-green deficiency of color vision and no dimming of red objects; normal depth perception; no significant interference with night vision; no significant loss of peripheral vision; strabismus which is accompanied by double vision and not correctable. This will also include no hearing loss of greater than 46 decibels in the 3,000 cps range.
  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices.

Paid Time Off

  • PTO = Paid Time Off
  • At the department’s discretion and approval, regular part-time employees may use PTO.
  • PTO may be used for sick or vacation time-off requests.
  • Employee must work a full fiscal quarter before they are eligible for any PTO:

  • PTO earned per fiscal quarter will be earned in accordance with the following accrual table:

Bi-Weekly Average Hours Worked PTO Earned

8 to 13.99 2 hours

14.00 to 26.99 4 hours

27.00 to 39.99 6 hours

40.00 8 hours

  • Maximum PTO that may be earned in a fiscal quarter is 8 hours (Total of 32 max hours per year)
  • PTO earned will be calculated and posted to employee’s leave accruals on the month following the end of the fiscal quarter.
  • Calculation will be based on check dates within a fiscal quarter.
  • Employees may use PTO in four (4) hour increments only.
  • PTO must be requested the business day before requested time off.
  • Employees must use PTO earned in a fiscal year by the end of the following fiscal year or accrued time will be forfeited.
  • There will be no payouts upon separation of service and no cash outs of accumulated time.
  • Any PTO used within a fiscal quarter will not count as time worked for future calculations of any benefit.
  • PTO balances will not transfer with the employee if they go to full-time status.
  • Employees that transfer to full-time status are treated as new hires.
  • Regular part-time employees will have the ability to request time off in Kronos.
  • Regular part-time employees in the Police or Fire Rescue departments will have the ability to request time off in Telestaff.
  • A new PTO code has been set-up in Tyler Munis for payroll processing.
  • Seasonal staff and interns are not eligible to receive PTO.

HOLIDAYS

  • Part-time employees are eligible to earn 4 hours of holiday pay for each official City-observed holiday.
  • Currently ten (10) City holidays (4) hours of paid Holidays for a total of 40 hours per year).
  • Employees receive four (4) hours of Holiday pay regardless of how many hours they work.
  • No look-back period would be applicable.
  • If employee works on a City holiday, the employee will get paid for the actual hours worked plus receive four (4) hours of holiday pay.
  • If an employee is scheduled to work on a City holiday and calls out or fails to show up for work, the employee will not be eligible to receive holiday pay.
  • Holiday pay does not count as time worked.
  • A new PTO code has been set-up in Tyler Munis for payroll processing.
  • Seasonal staff and interns are not eligible to receive holiday pay.
