GENERAL STATEMENT OF DUTIES:

Under the direct supervision of the Building Official, is responsible for inspecting rental housing, enforcing housing codes and maintenance and nuisance ordinances in the City and provides staff assistance in the area of zoning violations and land use complaints. Must be willing to work in inclement weather conditions and have the ability to work early morning and on-call hours.

SUPERVISION RECEIVED/EXERCISED:

Works under the supervision of the Building Official

ESSENTIAL DUTIES:

  • Inspect existing residential buildings and dwelling units to determine compliance with City ordinance standards and safety regulations.
  • Maintain rental housing inspection records and other information, including databases.
  • Inspect premises for overall compliance to maintenance and nuisance ordinances. Document actions taken and maintain records.
  • Accept rental housing violation complaints and make necessary investigations.
  • Prepare forms and correspondence advising property owners and tenants of possible violations and time allowed for correcting deficiencies.
  • Consult file of violation reports and revisit dwellings at periodic intervals to ensure violations are corrected.
  • Maintain and update records for all residential properties used for rental purposes within the City of Vermillion.
  • Ensure compliance with housing and zoning regulations through voluntary action, court action, or Board of Adjustment.
  • Enforce sidewalk snow and ice removal ordinances, weed ordinances, abandoned or junk vehicle ordinances, junk/debris ordinances, and parking violations/warnings.
  • Attend training, seminars and workshops as deemed necessary.
  • Perform duties in a manner consistent with safe practices and policies.
  • Assist with the operation and maintenance of the City animal shelter; assure humane and sanitary conditions for impounded animals.
  • Respond to questions regarding licensing and disposal of animals. (Disposal of animals when necessary)
  • Maintain records of all animals brought into shelter, prepare reports and issue notices.
  • Inspect residential and commercial buildings sites or completed buildings for the compliance of new or reworked construction of various types with approved drawings, specifications and code requirements.
  • Monitor sign installations for compliance with City ordinance.
  • Inspect mobile home parks for compliance with City’s Mobile Home Park ordinance.
  • Other responsibilities may be assigned by the Building Official.

MINIMUM QUALIFICATIONS – EDUCATION AND EXPERIENCE:

To perform this job successfully, an individual must be able to perform each duty satisfactorily.

  • High school diploma or general education degree (GED).
  • Prior working knowledge and experience in city ordinances, standards, safety regulations and enforcement desirable, including public contact in a municipal setting.
  • Demonstrated knowledge, skill and experience in office computers and software systems desirable to include word processing, database, and spreadsheets.
  • Experience in general office procedures and understanding and use of modern office equipment.
  • Must possess excellent written and verbal communication skills.
  • Must have the ability to work alone and establish and maintain effective working relationships with others to include the public, property owners, contractors, co-workers, etc.
  • Must have the ability to handle animals – care and regulations.

MINIMUM QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to read and interpret documents such as safety rules, operation and maintenance instructions, and procedures manuals, examine plans, blueprints, and specifications.
  • Knowledge of modern building construction methods, materials, tools and equipment.
  • Knowledge of application municipal, state and national building and zoning ordinances.
  • Ability to write routine reports and correspondence.
  • Ability to have effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations and citizen customers.
  • Possession of a valid driver’s license with an acceptable driving record.
