What are the responsibilities and job description for the Senior Right of Way Agent position at City of Virginia Beach?
The City of Virginia Beach's Public Works Real Estate Office is responsible for administering the acquisition and disposition of real estate for a variety of projects including roadways, utilities, economic development, and storm water. We are looking to build our team with strong senior leadership. The ideal candidate will be well-versed in the Uniform Relocation Assistance and Real Property Act (Uniform Act) and have a diverse background in the negotiation and acquisition of properties as well as the the relocation of residential, commercial, agricultural, and non-profit organizations displacees.
- Assist the real estate agent to plan and coordinate the acquisition of real property for City and state projects to provide better services for the citizens, i.e., water and sewer projects, parks, schools, fire station sites, and various other municipal projects.
- The Assistant City Real Estate Agent may be required to perform the functions of a Senior Right-of-Way Agent for more difficult and complex acquisition and relocation assignments.
- Review appraisals for the office of Real Estate to ensure appraisals are accurate and conform to local, state, and federal requirements.
- Recommends and provides support to the City Attorney’s Office in condemnation actions by providing exhibits, support documents, and trial testimony.
- Prepare reports and correspondence as required.
- Track projects to including monitoring of scope, budget, and schedule.
- Supervise, mentor, and train right-of-way staff.
- Assist in the preparation and make presentations to City Council on special projects dealing with the potential purchase or sale of property in the absence of the City Real Estate Agent.
- Assist staff in the preparation of presentations for the City Manager’s Office Project Development meetings.
- Assist in planning and coordinating the acquisition of real property for City and state projects in order to provide for the citizens, i.e. sewer projects, parks, schools, fire station sites, and various other municipal projects.
- Economically negotiate the acquisition of certain real property to ensure the interest of the City is protected.
- Assist displaced property owners with relocation.
- Prepare reports and correspondence as required.
- Serves as the City Real Estate Agent in the absence of the City Real Estate Agent.
- Investigates and resolves citizen inquiries and complaints.
- Develops and implements standard operation practices, policies, and procedures within the group. Ensures staff are in compliance with city practices, policies and procedures.
- Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.
