What are the responsibilities and job description for the Community Service Officer position at City of Williston?
Summary: The Community Service Officer (CSO) performs a variety of non-sworn law enforcement, clerical, and administrative functions in support of the Williston Police Department’s animal control and code enforcement programs. A CSO will display great communication and conflict resolution skills as well as exercising a precise attention to detail in all areas of work. This position generally works 10-hour shifts with a rotating schedule of four days on and three days off.

Essential Job Functions:
- Perform a variety of field and office work in support of the City’s animal control and code enforcement programs; enforce compliance with City regulations and ordinances; issue warnings and citations, as applicable.
- Patrol designated area in assigned vehicle to identify ordinance violations; determine proper method to resolve violations.
- Receive and respond to citizen complaints and reports of code compliance and animal control violations.
- Provide information and assistance to the public and answer citizen inquiries.
- Perform the receipt, storage, release, inventory, and salvage of vehicles and other property at the City of Williston impound lot.
- Organize and conduct auction of vehicles and other property in the City impound lot.
- Must be able to give credible testimony in court and at hearings; prepare and present case evidence; respond to mandatory court calls during irregular hours.
- Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
- Investigate and follow up on complaints of unwanted or escaped animals or animals causing nuisances; capture animals and return them to owners or remove to an animal custody area.
- May arrange for euthanizing services of severely injured or unwanted/unclaimed animals.
- Assist in all facets of shelter work, including upkeep of kennel, care of animals, kennel feeding, and kennel housekeeping.
- Keep records that pertain to City-apprehended animals; arrange for the release of animals to claimants.
- Enter, process, and acquire data relative to complaints, effective code enforcement, and research complaints.
- Availability to work shift work including weekends, evenings, and holidays.
- Perform all work duties and activities in accordance with Williston Police Department, and City of Williston policies and procedures.
- Other duties as assigned.

Education: High School Diploma or equivalent.
Minimum Qualifications:
- Ability to effectively communicate with members of the community in a professional manner and enforce municipal ordinances.
- Ability to follow and carry out oral and written directions; perform detail-oriented duties accurately.
- Knowledge of and ability to follow and enforce department policy, procedure, and technique.
- Knowledge and understanding of pertinent state and local laws, codes, and regulations applicable to the position.
- Knowledge of dog and cat breeds.
- Ability to perform several tasks simultaneously and under pressure.
- Ability to work with all age groups and diverse populations within the community.
- Ability to work independently in the absence of supervision and with a team. Must possess excellent verbal, written, and telephone skills.
- Basic computer operating skills to perform daily tasks.
- Ability to learn and use various software systems.
- Satisfactorily complete the background investigation requirements of the Williston Police Department.
Necessary Special Requirements: Valid North Dakota driver’s license to be obtained within three months of hiring; Must be insurable under the City’s motor vehicle insurance policy.
Physical Demands: Primary functions require sufficient physical ability and mobility to work in an office and field environment; to stand, stoop, reach, bend, kneel, squat, climb ladders, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry light weights; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to safely operate a motor vehicle; and to verbally communicate to exchange information; must be able to wear issued uniform and comply with uniform appearance standards; see in the normal visual range with or without correction; hear in the normal audio range with or without correction.
Work Environment: Indoor and outdoor environments; work alone; travel from site to site; incumbents may be exposed to noise, dust, inclement weather conditions, and potentially hostile environments; occasional exposure to hazardous work conditions including contact with potentially dangerous, wild, and diseased animals; exposure to bites, scratches, and animal waste.
Salary : $61,800
