What are the responsibilities and job description for the Director Economic & Community Development position at City of York?
The purpose of this position is to oversee the Department of Economic & Community Development. This is accomplished by: advising the Mayor on policy, programs and projects as well as any issues; serving as liaison with all internal departments, City Council, and external organizations to determine the economic and community development impact of their programs and services to the City; forging public/private partnerships; overseeing and creating real estate development opportunities; developing and administering the department and Redevelopment Authority (RDA) budgets. Other duties include: supervising the department and various bureaus which include: Economic Development, Housing Services, Health Bureau, Permits, Planning and Zoning; ensuring the daily and efficient delivery and provision of governmental services; managing department staff; understanding financial mechanisms for a diverse economic development; establishing best practices in the city; conducting tours and presentations.
Serves at the pleasure of the Mayor by attending City Council Meetings, the Redevelopment Authority (RDA) board Meetings, other stakeholders meetings and at the request of the constituents; to provide information; and make presentations to ensure all details on a proposal for Economic and Community Development meet or exceeds the vision and needs of the City and residents.
Manages real estate development; promotes forward thinking policy for city administration; develop public/private partnerships to achieve current and new economic development; communicating goals/objectives of administration; developing marketing policy; implementing new/best practices; serving as liaison to other elected officials and the state/federal government.
- Ability to manage and monitor work performance by directing a department including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed.
- Ability to interact with executive level management, which involve support of controversial positions or the negotiation of sensitive issues or the preparation of important presentations given as written documentation and/or as speeches to groups of managers and coworkers.
- Ability to perform the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance.
- Requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
- This position oversees budget preparation of a division or department budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for organization-wide budget expenditures.
Formal Education:
Bachelor's degree in Public Administration, Regional City and Urban Planning, Business Administration, Finance or related field is required. Master's degree in Public Administration, Regional City and Urban Planning, Business Administration, Finance or related field is preferred.
Experience:
Over five years up to and including seven years experience.
Certification & Other Requirements:
Various Financial and Economic certifications i.e. Pennsylvania Economic Development Association Certification Program, Professional Community & Economic Developer (PCED) from the Community Development Institute or Graduate Certificate in Community and Economic Development from Penn State or other accredited schools.
Valid Class C driver's license issued by the Commonwealth of Pennsylvania
Must pass a background check, Drug Test and the PA Child Abuse History Clearance check.
Note: Child Abuse History Clearance must be dated within one year from the date of application and must show that “no record exists”.
Employee in this position must comply with Article 121 "Administration Generally", of the Codified Ordinances of The City of York, Pennsylvania, Section 121.3 (b) "Department Heads" A department head need not reside within the City at the time of an appointment by the Mayor, but shall within 120 days following his appointment, become a resident of the City and during the tenure of office shall reside within the City unless Council, by resolution, states otherwise.
