What are the responsibilities and job description for the Water Resources Analyst position at Clean Water Services?
The Regulatory Affairs Department is looking to fill two Water Resource Analyst positions within their group. The Water Resources Analyst plans, creates, develops, and implements policies and programs for monitoring, evaluating, and managing District surface and storm water, air quality, aquatic habitats, and treatment plant and industrial discharges. Provides analysis and resolution of regulatory issues that may impact the District’s programs, projects, and functions. Recognizes and tracks regulatory issues, analyzes their actual or potential impact on the District, and participates in their resolution. Develops solutions and recommends changes in policies and programs to resolve or avoid regulatory issues. Maintains, improves, and completes processes used to ensure permit compliance.(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
KNOWLEDGE OF:
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
3 years experience in a surface and storm water, water or wastewater treatment, or industrial discharge management program; industrial operations analysis; regulatory compliance; or implementing pretreatment regulations, including permitting, inspection, and enforcement.
6 months experience working with scientific, operational, and technical staff in developing solutions to regulatory issues.
College-level coursework in water or wastewater treatment technology, mathematics, statistics, quantitative analysis, chemistry, biology, microbiology, environmental engineering, environmental science, water resources, regulatory compliance, or a related field.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidate must possess and maintain a valid State issued driver’s license.

- Manages the design and implementation of District’s projects, including developing schedules and scopes, related to stormwater, water quality, Total Maximum Daily Loads (TMDL), and regulatory analysis. Maintains communication with internal and external stakeholders.
- Analyzes, interprets, and presents data using statistical tools and models. Requests project data by determining the type of data needed, how the data should be collected and evaluated, what the data says about the project, what impacts it has on the District, and how the information should be presented. Prepares reports and presents trainings to internal and external stakeholders.
- Meets with workgroups to identify environmental impacts and develops goals, targets, and programs. Monitors progress of identified goals, targets, and programs. Provides expertise and communication to internal work groups and leadership on minimizing environmental impacts. Supports other work groups with maintaining regulatory compliance.
- Assists with District regulatory permits by developing permit applications or renewals; preparing, completing, and submitting all required compliance reports. Develops, maintains, and presents permit training programs for District and co-implementation staff. Oversees monthly and quarterly compliance reporting.
- Serves as an internal and external regulatory liaison on permitting, NPDES, MS4 and air quality permit compliance, and/or TMDL issues. Researches regulatory requirements and determines their impact to District’s policies and programs. Conducts date and literature reviews and comments on proposed regulations.
- Develops and recommends new programs or program improvements to District’s management staff. Represents the District at meetings to discuss the District’s programs. Coordinates responses to stated federal regulations, researches regulations, provide recommendations for responses. Researches and reviews new regulations to ensure District maintains compliance. Participates in the development of rules, regulations, and policies.
- Provides technical and regulatory expertise on Federal, State, and local water quality rules, regulations, and policies. Comments on proposed regulations as they would affect the District. Serves as a technical resource and District representative with statewide agencies regarding regulatory issues that impact the District. Collaborates with other agencies to comment on and propose language for legislation, regulations, and policies. Participates and leads as assigned on the District’s written communication response to DEQ for reportable events.
- Provides expertise in support of the District’s regulatory compliance initiatives. Serves as a liaison and coordinates with other RAD and District staff on compliance related activities, such as tracking and commenting on proposed rules and laws, preparing audits, providing training, applying for permits, and producing annual reports.
