Title: Planning and Government Services Manager
Department: Planning & Government Services
Supervisor: Planning and Gov’t Services Director
Status: Hours: 7:00 a.m – 5:30 p.m. Monday – Thursday (or as necessary)
Employees Supervised: Regional Planner, Senior Regional Planner, Grant Specialist, Senior Grant Specialist
Type of Position : Exempt
QUALIFICATIONS
Knowledge: Thorough understanding of planning concepts, economic development, and grant management. Knowledge of computers in planning and office application.
Education: Bachelor’s degree in planning or closely related field, or AICP certification. Master’s degree and AICP certification preffered.
Skills: Demonstrated, exceptional planning, economic development, and grant related technical, administrative and supervisory abilities. Superior communication skills and demonstrated interpersonal skills. Attention to detail, solid organizational skills, and self motivated. Proficiency in use of computers and Office 365 software.
Experience: Six years increasingly responsible duties in the field of planning with a bachelor’s degree, four years with master’s degree, or ten years with AICP certification and no degree. One year or more management experience preffered.
Licenses: Current & valid Georgia Driver’s License
POSITION SUMMARY
Under the direction of the Planning and Government Services Director, the Planning and Government Services Manager supervises and participates in advanced, highly-complex professional planning and government services activities. The position will manage planning staff in the successful administration of department’s daily operations. The position works closely with local elected and appointed officials, their staffs and the public.
RESPONSIBILITIES/DUTIES
Management
- Manage and supervise Planning and Government Services staff, as assigned.
- Manage, supervise, and provide technical assistance on administering the department’s project.
- Identify and nurture contract opportunities and communicate departmental services to local governments, development authorities, and others as appropriate.
- Assist the Planning Director in drafting the annual work program and budget for the CRC planning department as requested.
- Assist the Planning Director in the hiring process as needed.
- Keep the Planning and Government Services Director informed of all current and proposed projects.
Planning
- Possess and maintain a working knowledge of Georgia planning law.
- Manage and prepare regional and local comprehensive plans, affordable housing plans, transportation plans, Comprehensive Economic Development Strategies, and others as assigned.
- Implement regional and local comprehensive plans through planning tools.
- Evaluate proposed policies, programs, and projects for relevance to and impact on local and regional planning and development objectives.
- Provide technical assistance in interpretation, administration, and adaptation of planning documents and processes to local governments, as requested.
- Provide staff support and/or training to local public planning commission addressing land use, transportation, historic and natural resources, economic development, recreation and tourism, and community facilities.
- Conduct local land use, housing, community facility, recreation, environmental resource, transportation and historic resource research and analysis.
- Collect and analyze socio-economic, demographic, and service-related data in support of plan development.
Grant Writing and Administration
- Prepare and submit applications and reports for grants and loans provided through state and federal programs in support of regional planning or as assigned for contracted projects.
- Provide administration and management for all facets of awarded grants and contracts.
Other Duties
- Meet and work with local officials and groups on a frequent basis. Attendance at various night meetings; Public presentations at various occasions will often be required.
- Maintain records and files on projects.
- Contributes to the positive atmosphere of the CRC:
- Performs other appropriate tasks and duties as assigned.

- Travel by car accounts for approximately 20% of work time; occasional meetings, seminars and training out of region.
