What are the responsibilities and job description for the Project Manager position at Comal County?
Under the general supervision of the County Administrator, the Project Manager prepares, negotiates, administers, and audits assigned county contracts. This individual will draft, update, and maintain a variety of procurement documentation and participate in developing procurement strategies and schedules. The Project Manager acts as a liaison between the County Administrator, department heads, outside vendors, and other county staff. As appropriate, the Project Manager will coordinate certain activities with the Purchasing Department as required by the Comal County Purchasing Policy and Procedures Manual.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Duties include the following:
- Plans and coordinates project plans and budgeting practices; maintains compliance with Comal County policies and procedures, contracting standards, and applicable federal, state, and local laws.
- Works closely with the County Administrator, department heads, outside vendors, and other county staff to review project contracts.
- Maintains contract amendments and plan changes. Administers, directs, and participates in the auditing of assigned contracts. Resolves audit exceptions.
- Coordinates and conducts risk assessments to determine requirements for the maximum service and monitoring of the contracts.
- Finalizes the designs for structures with the assistance of the County Administrator and technical staff in consultation and oversees the preparation and approval of detailed technical specifications and bid documents adopting the most cost-effective and efficient mechanisms.
- Reviews and investigates non-compliance issues, writes situation summaries, recommends, and presents solutions.
- Assesses the work of contractors periodically, measuring the completed work and making recommendations.
- Analyzes data, prepares, distributes, and presents project status reports as required.
- Communicates effectively with internal and external clients/vendors.
- Coordinate applicable activities with the Purchasing Department as required by the Comal County Purchasing Policy and Procedures Manual.
- Performs other duties as assigned.

EDUCATION and/or EXPERIENCEHigh School diploma or GED equivalent required. Bachelor’s degree in construction management, Business Administration, Procurement, Public Administration, or a directly related field is preferred; minimum 7 to 10 years of related construction experience and in managing construction projects required; or any combination of education and experience that has been achieved and is equivalent to the stated education, experience, and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job. Proficient in Microsoft Office.

- Knowledge of computer equipment including word processing, spreadsheets, databases, and related software applications.

Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; and determine percentages and decimals.
