This Administrative Officer 4 position oversees the Division of Administration within the OCYF Bureau of Budget and Fiscal Support under the Department of Human Services (DHS) and serves as supervisor of the division. As an Administrative Officer 4, you will oversee staff who provide a wide range of services for local government human services agencies funded by DHS. Responsibilities of the position include overseeing the review and approval of county compensation plans, annual personnel reimbursement reports, and county children and youth administrator qualifications. You will also oversee audits of county administered merit systems to ensure compliance with the federal merit system principles and collaborate with county human resource staff to address identified deficiencies. You will also provide oversight of the OCYF human resource functions which include hiring, labor relations, workers' compensation, classification transactions, and management of the OCYF complement.

In this position, it will be essential to maintain cooperative working relationships with other OCYF bureau and division directors and program managers, key staff in various offices and bureaus, and with public and private grantees and contractors. Other duties include overseeing the procurement of office supplies, furniture, and equipment, as well as the acquisition of workspace. In addition, you will provide oversight of the OCYF's Fiscal Administration Unit duties related to budgeting for personnel, operating costs, fixed assets, travel, training, information technology support, legal services, supplies, and space.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. (negotiable)
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week with 2 days a week in the office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 3 (Commonwealth title); or
  • Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university; or
  • Any equivalent combination of experience and training.
