Job Duties
The Assistant Chief Financial Officer (ACFO) is an executive-level position responsible for supporting the agency's financial and procurement operations, with a broad impact across all functions. Under the direction of the Chief Financial Officer (CFO), the ACFO serves as a key advisor and assists in the strategic direction and management of critical areas, including financial planning, general accounting, financial reporting, internal controls, budget development, federal grants management, procurement, and facilities coordination.
The ACFO plays a central role in the development, review, and coordination of agency-wide administrative policies. Key responsibilities include analyzing audit reports and findings, collaborating with the Office of Internal Audit (OIA) to address issues, and supporting the creation of process improvement plans for the agency’s administrative operations and programs. The position provides leadership and oversight to various offices, offering strategic direction on office initiatives and priorities.
As the central point of contact for policy review and approval processes, the ACFO works closely with executive management and collaborates with offices, districts, and programs throughout the agency. The position also serves as a liaison with internal and external stakeholders, ensuring effective communication and support for agency initiatives. In addition, the ACFO supports the CFO in special projects and program efforts, leading teams on strategic improvement initiatives and other assigned projects. In the absence of the CFO, the ACFO represents the CFO and assumes leadership responsibilities.
Minimum Qualifications
• Business and Management Experience: Comprehensive experience managing business and operational functions, including strategic planning, resource allocation, human resources management, leadership techniques, and coordination of people and resources to achieve organizational goals.
• Financial Systems and Practices: In-depth knowledge of and experience with financial systems and practices, including budget development, monitoring, analysis, and execution; payroll management; principles of compliance and disbursement; general accounting; grants administration; and financial auditing.
• Procurement Policy and Procedure: Comprehensive knowledge of the Virginia Public Procurement Act (VPPA) and related policies and procedures governing government procurements.
• Program Evaluation and Process Improvement: Experience with program evaluation and process improvement, and the ability to assess and analyze multiple program areas to ensure effectiveness and efficiency in achieving agency objectives.
• Decision-Making and Problem-Solving: Demonstrated ability to make critical policy and program decisions in a large, complex agency environment, balancing the needs and priorities of various stakeholders.
• Policy Interpretation and Implementation: Experience providing effective interpretation, application, and implementation of policies, legislation, and procedures, ensuring compliance and alignment with organizational objectives.
• Leadership and Team Management: Skilled at and demonstrated ability to lead and manage teams effectively across multiple program areas, providing direction, support, and motivation to achieve collective goals.
Additional Considerations
• Working knowledge of Virginia administrative policies; including Commonwealth Accounting Policies and Procedures (CAPP), the Agency Procurement and Surplus Property Manual (APSPM) and the Agency Risk Management and Internal Control Standards (ARMICS)
• Comprehensive knowledge of VDH administrative policies and procedures
