Description:

CompQsoft is seeking a highly motivated and qualified individual to serve as the contracts and subcontracts focal point for DoD programs, managing complex prime contracts and a portfolio of subcontractors from award through closeout, while ensuring compliance with FAR, DFARS, and company policies.

This position leads the development, negotiation, and administration of subcontracts, including preparation of RFPs/RFQs, evaluation of subcontractor proposals, and negotiation of terms, conditions, and pricing to support program and corporate objectives. The Contracts Administrator prepares and coordinates Consent to Subcontract packages in accordance with applicable FAR and DFARS requirements, ensuring complete documentation, pricing support, and risk analysis to obtain timely customer approvals. The role drives the creation and review of Sole Source Justifications (SSJ) and related acquisition documentation, ensuring appropriate market research, price reasonableness, and adherence to internal and customer standards. The Contracts Administrator coordinates Technical Evaluations (Tech Evals) with engineering and program teams to support source selection, negotiations, and consent packages for key subcontract efforts, while ensuring proper flow-down of all required FAR/DFARS clauses, security, quality, and reporting obligations to subcontractors. The position supports proposal activities by developing subcontract strategies, securing subcontractor bids and representations/certifications, and integrating subcontract content and pricing into prime proposals. The role also maintains comprehensive contract and subcontract files, supports audits and CPSR-related activities, and works closely with program management, supply chain, finance, and legal to resolve contractual, performance, and cost issues throughout the contract lifecycle.

Requirements:

Contracts Administrator (DoD)

  • 10 years of progressive DoD contracts and subcontracts administration experience (in lieu of a Bachelor’s degree), including hands-on responsibility for consent packages, SSJs, and Tech Evals.
  • Strong experience administering a portfolio of DoD subcontracts (FFP, CPFF, CPIF, T&M, IDIQ), from solicitation and award through modifications, performance management, and closeout.
  • Working knowledge of FAR, DFARS, and DFARS Subpart 244.2 (Consent to Subcontracts) and related flow-down requirements to subcontractors.
  • Ability to prepare complete, compliant Consent to Subcontract packages, SSJs, price analyses, and negotiation documentation for government and CPSR review.
  • Proven experience collaborating with Program Management, Supply Chain/Procurement, Engineering, and Finance to resolve contractual, performance, and cost issues with subcontractors.
  • Experience supporting major proposal efforts, including subcontractor RFPs, evaluation, source selection documentation, and integration of subcontract pricing into prime proposals.
  • Excellent written and verbal communication skills, with the ability to draft clear contractual language and defend positions to internal leadership and external customers.
  • Proficiency with MS Office and common contract/subcontract management systems; familiarity with CPSR expectations is highly desirable.
  • Administer DoD prime contracts and inbound subcontracts from large defense primes, ensuring full compliance with contract terms, FAR/DFARS, and company policies.
  • Prepare, review, and negotiate contractual terms for NDAs, teaming agreements, and subcontracts where your company is a subcontractor, ensuring alignment with flow-downs and risk posture.
  • Develop and coordinate SSJs, pricing support, and Tech Eval support documentation when placing your own lower-tier subcontracts or selecting key vendors.
  • Support preparation of Consent to Subcontract packages required by prime or government customers, ensuring required back-up (quotes, competition documentation, cost/price analyses) is complete and accurate.
  • Interface routinely with prime contractor contracts and subcontracts personnel to negotiate modifications, resolve issues, and ensure mutual understanding of obligations, deliverables, and funding.
  • Monitor contractual performance metrics (funding, POP, deliverables, CDRLs, options) and coordinate timely execution of mods, REAs, and closeout documentation.
  • Support proposal teams in reviewing RFPs from primes and government customers, identifying risks, required representations/certifications, and key terms impacting pricing and execution.
  • Strong experience working with prime contractor contracts departments, including flow-down review, negotiation of terms and conditions, and management of mods and change orders.
  • Hands-on experience preparing subcontract RFPs, evaluating supplier proposals, supporting Tech Evals, and documenting SSJs and competition results for file and customer review.
  • Solid understanding of FAR/DFARS, with emphasis on clauses commonly flowed down to subcontractors (e.g., 52.244-2, 52.215-2, 252.244-7001, and related requirements).
  • Demonstrated ability to maintain compliant contract files, support internal/external audits, and contribute to maintaining or achieving an approved purchasing system.
  • Excellent communication skills and the ability to work cross-functionally with supply chain, engineering, finance, and program management teams.
  • U.S. citizenship required; ability to obtain or maintain a DoD security clearance preferred.
