Engineering Planner III

Hourly Wage: $41.81/Regular/Full-Time


The Engineering Planner III will be responsible for the development, maintenance, and implementation of comprehensive transportation and safety plans to improve the efficiency, safety, and sustainability of the Yakama Nation Tribal Transportation Program (TTP). The TTP system consists of all trails, roads, streets, bridges, railroads, and other transportation facilities on or near Yakama Lands. This individual will collaborate with internal programs and external project stakeholders to provide analysis and recommendations to optimize the mobility and safety of Tribal Members and other users of the Transportation System.


Examples of Work Performed:

Perform work within the rules and regulations of the Tribal Transportation Program in accordance with 25 CFR Part 170.

Work frequently with Bureau of Indian Affairs Transportation division officials.

In coordination with Tribal Transportation Staff, update and maintain the Road Construction Priority list, Transportation Improvement Program (TIP) project list and the Road Inventory Field Data System (RIFDS) to best utilize TTP funding to improve and maintain the Transportation System.

In coordination with Tribal Transportation Staff, compile and prepare programmatic reports for accuracy and completeness and include all appropriate and relevant supporting documentation.

Coordinate with a wide variety of Tribal staff, Federal, State, and local governments, and community stakeholders in a multi-modal transportation system to address transportation challenges and enhance mobility that is safe and accessible for all ages and abilities.

Oversee and conduct the gathering and analysis of transportation data to produce accurate reports and recommendations in support of policy decisions, budget proposals, grant proposals, plan development, and construction project delivery.

Participate in planning workgroups and committees, including preparing presentations and public outreach materials, ensuring the Yakama Nation's interests are preserved.

Coordinate with Department of Natural Resources staff and other groups to ensure projects follow cultural and environmental rules and regulations.

Maintain and update the Long-Range Transportation and Safety plans.

Develop and implement plans to acquire or relinquish right-of-way for transportation construction projects on fee and trust land.

Utilize current funding sources and seek and apply for additional funding to enhance the Tribal Transportation Program.

Participate in all levels of transportation project development including conceptualization, feasibility analysis, design, and construction.

Assist in managing/administering construction, maintenance, and professional service contracts by accounting and documenting work performed by contractors for use in preparation of progress reports and pay estimates.

Maintain all relevant program documents in paper form, when necessary, and in electronic format for record keeping.

Periodically evaluate staff performance and offer guidance for professional development.

Attend meetings and workshops to stay informed of tribal, federal, state, and local government regulations.

Prepare and submit monthly reports and progress reports to the Program Manager.

Perform all other job-related duties as assigned.


Knowledge, Skills and Abilities:

Knowledge of historic and culturally significant transportation routes/corridors of the Yakama Nation.

Knowledge of intermodal transportation systems and traffic engineering.

Knowledge of current scientific and engineering practices related to active transportation.


Knowledge of established procedures, methods, and regulations contained in specification manuals for the development of plans and construction projects.

Knowledge of the traditions, culture, and natural resource policies of the Yakama Nation.

Skilled in the operation and use of computers, including hardware and software (including but not limited to Microsoft Word, Excel, PowerPoint, and Outlook), data management, smartphones, digital cameras, and other electronic equipment as needed.

Possess skill to create and sustain effective relationships with coworkers, diverse community members, partners, and organizations while being sensitive to Tribal culture and values.

Skilled in multi-tasking, establishing priorities and organizing workload effectively and efficiently to accommodate numerous deadlines.

Skilled in facilitating groups for conducting community outreach.

Ability to maintain excellent time and attendance to meet program goals and objectives and meet scheduled deadlines.

Ability to work independently, with little or no supervision and able to work in multiple teams.

Ability to summarize and simplify complex technical subject matter without acronyms or obscure terms.

Ability to speak and write clearly, persuasively, and effectively, write technical reports, memorandums and make presentations.

Ability to plan and attend various safety events and meetings which may occur during work hours, and/or evenings or weekends.

Ability to travel for meetings, training, and conferences up to two weeks a month.

Ability to acquire right-of-way and construction easements on fee and trust land.

Ability to perform construction management duties.

Ability to write contracts and contribute to grant proposals.


Minimum Requirements:

Bachelor's degree in planning or related field.

Five years experience in Planning.

Ability to acquire federal clearance to access RIFDS.

Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.

Required to pass a pre-employment drug test.


Preferred Requirements:

Masters Degree in Planning or related Field.

Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
