INTRODUCTION:
The Geographic Information Systems (GIS) Analyst/Planner is responsible for managing projects involving the collection, analysis, and dissemination of geospatial data. The GIS Analyst will serve as the central point of contact for all GIS related activities for all Tribal departments. Other major duties include the management of enterprise-level hardware and software systems to support storage and delivery of geospatial data, oversight of design and maintenance of databases, the development and compliance of accepted GIS operating standards. Acts as the Tribe’s expert on geospatial matters by planning, designing, administering, implementing, and maintaining the operation of the Tribe’s Geographical Information Systems (GIS) in all phases (collection, coordination, maintenance, management, and knowledgeable application of all GIS system aspects).
DUTIES:
- Has primary responsibility for the development and maintenance of the Tribal GIS system.
- Provides mapping and GIS support to all Tribal programs, including Planning, Natural Resources, Housing, Emergency Planning, and other programs.
- Gathers and maintains information on all Tribal land holdings, including tax lot maps, aerial photos, legal descriptions, property boundary surveys, acreage, historic and present uses, significant natural and man-made features, etc.
- Maintains all information in a comprehensive database.
- Develops appropriate base layers as needed.
- Develops and maintains metadata files and data indexes and dictionaries for all GIS databases.
- Obtains digitized map data from various government and private entities covering areas of interest to the Tribe.
- Digitizes data from other sources, including maps and aerial photos.
- Collects raw field data for input into GIS system using GPS receivers.
- Applies differential correction to data as necessary.
- Field data collection may occasionally involve working on brush-covered land and sloped timberland (i.e., mapping planned timber sales).
- Performs regular, periodic file maintenance and data backup.
- Performs other related duties as assigned by the Tribal Planner.

Requirements
REQUIREMENTS:
Bachelor of Science degree in Geography, Cartography, Land Use Planning, Natural Resources or Earth Sciences and one year experience in GIS activities related to natural resource management, remote sensing, or land use planning, - OR - an equivalent combination of education and/or experience.
Knowledge of:
- The principles, practices and techniques of GIS and computer aided mapping in order to independently perform the intricate data gathering, input, retrieval, manipulation, and presentation duties of the position.
- GIS concepts and fundamentals, including the ability to develop, organizes, document, maintain, store, retrieve and manipulate GIS digital data to meet the needs of various Tribal programs. Must have the ability to develop high quality finished maps suitable for public display and use in publications and other printed materials.
Experience in:
- The use of GPS receivers and differential correction of data in order to collect raw field data and input it into the GIS system. The willingness to occasionally work on vegetated slopes to collect the necessary raw field data (less than 5% of the incumbent’s time).
- Proficiency in the use of the following PC-based computer software: ArcGIS, ESRI Enterprise, ArcPRO, ArcMAP, AGOL, Query lang., R Programming, Python, ArcView and /or PC ArcInfo.
- Proficiency in the use of the Internet to download data and integrate into the Tribe’s GIS system. Proficiency in determining compatibility of files with Tribe’s software, including the ability to convert data to compatible formats.
- Proficiency in the use of GIS computer hardware, including plotters, printers, digitizing boards, scanners, etc.
Ability to:
- Communicate and work effectively with fellow staff in determining their mapping needs and in setting priorities.
- Prioritize and handle multiple tasks and projects for multiple staff members.
- Manages automated data collection devises as required (such as drones, traffic counters, or other technologies) as applicable and available. Maintains the capital asset inventory of any devices; obtains and manages licensing and special training related to such equipment.
Other:
- Familiarity with the use of aerial photos and with property legal description and surveying terminology and methods in order to provide the necessary product outputs.
- Must be a well-organized self-starter.
- Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle.
- Manages automated data collection devises as required (such as drones, traffic counters, or other technologies) as applicable and available. Maintains the capital asset inventory of any devices; obtains and manages licensing and special training related to such equipment.
