Program Description: This program delivers Technical Subject Matter Expert (SME) as a Service (TSaaS) capabilities to support a wide range of mission-critical requests across the agency. These services encompass technical, investigative, analytical, and data-driven support, including advanced software development, systems engineering, data visualization, and workflow automation. The role requires deep familiarity with intelligence community data sets, investigative methodologies, and secure software development practices. Candidates must demonstrate the flexibility to respond to evolving mission needs, including ad hoc technical challenges, and contribute to the rapid development and deployment of innovative tools and solutions in support of national security objectives. - 8 years of relevant experience with a BS in Computer Science, or
- 6 years of relevant experience with a MS in Computer Science
Responsibilities
- Apply deep technical expertise to lead and execute high-impact assignments across multiple domains.
- Plan, manage, and deliver major technology initiatives, ensuring alignment with mission objectives and evolving requirements.
- Assess project performance and recommend strategic adjustments to enhance outcomes and support program growth.
- Serve as a technical authority across concurrent project efforts, providing guidance and mentorship as needed.
- Supervise and support junior staff, fostering a collaborative and high-performing technical environment.
- Engage directly with counterterrorism investigators, analysts, and non-technical stakeholders to identify functional needs, propose solutions, and develop mission-aligned tools.
- Develop and maintain technical, business, and end-user documentation to support tool adoption and knowledge transfer.
- Independently identify and implement enhancements to existing systems, improving performance, security, and workflow automation.
- Perform software development tasks including programming (e.g., Python), code refactoring, systems operations, and architectural design.
- Evaluate and integrate COTS, GOTS, OSS, and other technologies to deliver complex, algorithmically driven solutions.
- Contribute to the technical roadmap and execution of one or more projects, ensuring timely and high-quality deliverables.
- When serving as the contract Project/Program Manager (P/PM), provide strategic leadership and technical insight to both government and vendor teams.
- Ensure adherence to quality standards and best practices across the vendor team.
- Oversee task integration, monitor project progress, and deliver performance metrics and analysis upon request. Required Skills
- Active TS or SCI and eligible for Poly
- Minimum of 8 years of relevant professional experience in computer science, software engineering, or a related technical field.
- Proven ability to scope, plan, and execute full lifecycle engineering projects, from requirements gathering through deployment and sustainment.
- Demonstrated success in managing the development and implementation of technical projects assigned to contractor teams.
- Expert-level knowledge in at least one of the following domains:
- User Interface/User Experience (UI/UX)
- Front-End Engineering
- API Development
- Data Engineering
- At least 4 years of experience serving in a Program or Project Management (P/PM) capacity, with responsibility for technical oversight, team coordination, and client engagement.
Preferred Skills
- Managing, communicating, and contributing to enterprise architecture efforts, engineering trade-off analysis and feasibility studies, proof-of-concept prototypes to explore technical implementation potions and issues, engineering reviews, technical design and implementation bringing commercial best practices to bear.
- Demonstrate a high level of proficiency as a Program/Project Manager (P/PM) with Federal Acquisition Certification (FAC)-P/PM and/or Project Management Professional (PMP) Certification. Soft Skills
