Operations Unit:
The Fiscal Technician position comes under the provisions of the Child Protective Services Law. Pennsylvania State Police, Childline and FBI clearances are required.
Preferred Skills, Knowledge & Experience:
To perform this job successfully, an individual should have:
- Enters, tracks and retrieves data related to travel reimbursement.
- Enters and tracks child support in compliance with Child Welfare regulations.
- Works in conjunction with the Office of Domestic Relations regarding child support for client children.
- Enters, tracks and retrieves data related to Title IV E reimbursements.
- Enters, tracks and retrieves data related to client health insurance and DPW benefits.

- Assist in preparing the quarterly and year-to-date state and federal reports.
- Analyze expenditure data.
- Update specific financial spreadsheets.
- Analyze PeopleSoft reports for accuracy of data.
- Assist the Fiscal Officer in meeting report deadlines relating to state and federal grants.
- Perform other duties, tasks and special projects, as required.
- High School Diploma and 4 years of paid experience maintaining fiscal/ financial record to include 3 years of experience applying fiscal/ accounting principles and practices; or
- Associates degree in Accounting or Business Administration plus 2 years of paid experience maintaining. reviewing fiscal records; or
- Any equivalent combination of paid experience and training.
Preferred Skills, Knowledge & Experience:
- Bachelor's degree in Accounting or Finance preferred.
- Two to three years of fiscal technician experience.
- One year of responsible work involving the application of accounting or fiscal principles and practices.
- Basic knowledge and experience in account analysis and fund accounting.
- General understanding of the maintenance of fiscal or financial records.
- Ability to understand and interpret rules, regulations, statutes and laws.
- Strong mathematical skills and analysis techniques.
- General understanding of fiscal planning.
- Ability to work independently and with a minimum of supervision.
- Working knowledge of budgets and spreadsheets.
- Ability to work as part of a team.
- Accurate and detail-oriented.
- Basic skills to use a personal computer and various software packages.
- Strong verbal and written communication skills.
- Advanced bookkeeping practices.
- Knowledge of various Department of Public Welfare, state and county code regulations, statutes, guidelines and policies.
- Strong organizational skills.
- Strong time management skills.
- General knowledge and understanding of County of Chester policies and procedures.
