OVERALL OBJECTIVE OF JOB
To manage all aspects of the delivery of Early Intervention services including interpretation of laws, regulations, and policies/procedures; development of policies/procedures; contract monitoring; and evaluation of Early Intervention case management, as well as contracted EI service providers. To plan, administer, analyze, monitor, and coordinate the County’s Early Intervention Program.
ESSENTIAL FUNCTIONS OF JOB
- Interprets rules, regulations, policies and procedures to program staff, contract providers and other interested parties.
- Develops Early Intervention program plans, as well as policies and procedures to implement statewide program changes at the local level.
- Provides, or supervises the provision of technical assistance to contract providers.
- Monitors contracts with provider agencies.
- Conducts annual evaluations of contracted Early Intervention service providers and ensures that a plan of correction is implemented for any non-compliance areas.
- Meets with representatives from Early Intervention contracted provider agencies, community services organizations, and state OCDEL and EITA advisors.
- Attends monthly regional meetings and scheduled trainings conducted by the Office of Child Development and Early Learning
- Takes the lead in communicating with Regional Staff of the Office of Child Development and Early Learning and Early Intervention Technical Assistance staff.
- Prepares for and coordinates OCDEL Verification and Validation visits.
- Prepares, implements, and monitors progress on any plans or correction needed in response to OCDEL Verification/ Validation results.
- Ensures that all Early Intervention provider agency staff are qualified.
- Ensures that mandated pre-service and annual trainings occur for all EI staff and provider agency staff.
- Assists in monitoring fiscal operations of the Early Intervention program.
- Generates or assists with the completion of all OCDEL Reports and submissions as required; including Individual TA Plan, Joint TA Plan, TA Expenditure Report, Quarterly and Annual Waiver Reports, first and second re-budgets, and Child Find Plan
- Prepares any additional correspondence, studies, and reports as needed by the MH/DD Administrator, other Program Managers, OCDEL or EITA Advisors.
- Reviews and analyzes all OCDEL/ PELICAN Reports generated by or sent to the county and responds as needed.
- Works with EI stakeholders to identify performance outcomes and indicators. Ensures that the state’s priority outcomes are included.
- Works with stakeholders to develop performance improvement strategies, as indicated, and monitors progress made towards achieving strategies.
- Review and authorize IRSP service and monitor County, Medical Assistance and Waiver funds.
- Ensure a comprehensive Child Find Plan is established to local at-risk children.
- Act as a liaison to the Provider Community
- Ensure that all infants and toddlers in the program are eligible to receive services or are enrolled in the tracking program, if appropriate.
OTHER DUTIES OF THE JOB
- Attends training, and other meetings as required.
- Represents Clarion County MH/DD/EI on task force committees and at public meetings.
- Performs other job-related work as required.

Receives supervision from the Mental Health/Developmental Disability Administrator.
WORKING CONDITIONS
- Works indoors with adequate workspace, lighting, temperatures, and ventilation.
- Works with average indoor exposure to noise, but subject to frequent disruptions and stress.
- Normal indoor exposure to dust/dirt.
- Works in conditions of potential outbursts or disruptive behavior of clients.
- Travels frequently during all seasons and is exposed to outdoor elements, including snow and icy roadways.
- Works frequently outside the office and is exposed to above average dust/dirt/odors and smoke.
- Periodically works beyond normal work hours.
PHYSICAL AND MENTAL CONDITIONS
- Must possess the ability to record, convey and present information, explain procedures, and follow instructions.
- Must be able to sit and/or drive for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, and reaching as necessary to carry out essential duties of job.
- Dexterity requirements range from simple to coordinated movements of fingers/hands, feet/legs, torso necessary to carry out duties of job.
- Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.
- Must be able to cope with the physical and mental stress of the position.
- Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.
- Must be able to pay close attention to details and concentrate on work.
QUALIFICATIONS
Bachelor of Arts degree in Human Services or related field and two years’ experience in Developmental Disabilities services; or any equivalent combination of experience and training.
Necessary Special Requirement: Must possess a Pennsylvania driver’s license.
CLEARANCES
- Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results.
- Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.”
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.
- Must possess considerable knowledge of the principles and practices of performance measurement and quality management.
- Must have considerable knowledge of the principles and methods applied to the collecting, reviewing, analyzing, and interpreting statistical data.
- Must have considerable knowledge of modern office management methods.
- Must be able to plan, organize and direct the work of others.
- Must be able to comprehend program goals, objectives, and operations and to relate them to administrative analysis.
- Must possess knowledge of the current social, economic, and health problems and resources as they relate to the field of mental retardation.
- Must possess knowledge of the basic principles and methods involved in working with mentally disabled adults and children.
- Must be able to exercise judgment and discretion in applying and interpreting departmental policies and procedures.
- Must be able to establish and maintain effective working relationships with other administrative officials and the public.
- Must be able to express ideas clearly and concisely both orally and in written form.
- Must possess the ability to maintain confidentiality of client information and records in accordance with HIPAA regulations.
- Must have transportation available and a willingness to travel for work-related job duties.
