What are the responsibilities and job description for the ANIMAL WELFARE DEPARTMENT - VETERINARY RESIDENT position at County of El Paso?
Graduate of, or a final-year student at, an AVMA ECFVG listed veterinary school, or a provisional license is accepted at the time of hire, however, Veterinary License by the Texas Board of Veterinary Medical Examiners must be obtained within four years of hire.
Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required
Pass the Educational Commission for Foreign Veterinary Graduates® (ECFVG®) courses: Test of English as a Foreign Language (TOEFL); Basic and Clinical Sciences (BCSE); Clinical Proficiency Exam (CPE); National Board of Veterinary Medical Examiners (NAVALE); then pass the TEXAS State Veterinarian board test.
In order to access the County’s network and systems, a personal mobile smart device is required by the hire start date.
Essential Duties
Provides veterinary clinical care for the animals;
Prepares vaccines and serums for prevention of diseases;
Prepares tissue samples, take blood samples, and execute laboratory tests, such as urinalysis and blood counts;
Cleans and sterilizes instruments and materials and maintains equipment and machines;
Performs veterinary rounds as scheduled, and provides clinical care and preventive medicine support;
Is responsible for cleaning, feeding and care of animals in surgery, surgery holding, medical and isolation areas;
Ensures that the areas are kept clean, sanitized and uncluttered at all times;
Assists in training for laboratory animal residents, veterinary technicians, and research staff, trainings may include veterinary diagnostics, techniques and minor surgical procedure;
Provides animal health care guidance for veterinary services personnel as required;
Uses El Paso County Veterinarian Clinic protocols, is responsible for the safe induction of anesthesia, monitors animals while under anesthesia and during recovery;
Evaluates health/temperament of sheltered animals and advises veterinarian and/or the staff as appropriate;
Performs physical exams on animals including a variety of animal health procedures encompassing diagnostic lab tests, administration of meds, and assisting with or performing medical treatments;
Administers prescribed medications as directed and administers vaccinations and implants microchips per protocols and directions from the veterinarian;
Is responsible for accurate & timely data entry in the database;
Is responsible for accuracy of medical records;
Maintains and reports statistical data relating to productivity of medical operations section and uses this data to identify problem areas and develop resolutions and enhancements to veterinary operation; monitors, evaluates and recommends methods for improving the efficiency of animals throughout;
Promotes responsible pet ownership and answers questions concerning animal health, behavior, and care;
Participates in various outreach programs such as vaccinations clinics, health fairs and mobile adoption events;
Provides support to the El Paso County Veterinarian Clinic, including protocol review, program review and facility inspections;
Ensures compliance with all applicable regulations, guidelines and standards that relate to animal care and use;
Makes recommendations and assists in establishing and enhancing veterinary and animal care standards;
Maintains contact with Animal Welfare staff regarding the needs of clinical services for animals in custody;
Attends the Educational Commission for Foreign Veterinary Graduates (ECFVG);
Identifies issues and provides information needed to support the El Paso County Pet Wellness Clinic position;
Prepares and maintains summary reports and statistical information;
Provides and attends training, as required;
Assists management with the development of policies and procedures;
Updates and revises existing policies and procedures as required;
Assists management with the development of Request for Proposals for a variety of services;
Provides assistance in the review and analyses of RFP responses;
Provides recommendations for the budget development process as appropriate;
Handles the transfer of files to the Records Management Department and maintains record of transferred files;
Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
Attends and participates in meetings, training and information sessions;
Stays abreast of new trends and innovations in the field;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Other Important Duties*

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
Summary of Position
The Veterinary Resident under general direction, coordinates and administers a variety of activities associated with provides the highest quality veterinary and animal care and acts as a resource for the faculty on veterinary issues.
A resident experience at El Paso County Pet Wellness Clinic gives students real-life clinical experience, and the opportunity to apply their knowledge and skills while working alongside an experienced Veterinarian and other residents. Hands-on skills that may be practiced or observed includes, examinations, anesthesia, surgical procedures, catheterization, ultrasound, and other diagnostic procedures as they are available.
Upon completing all licenses this will require a 3-year commitment with the County of El Paso and a formal agreement will be signed upon initial hire.

Minimum Requirements: Knowledge, Skills, and Abilities
Knowledge of: Federal, State and Local applicable laws, regulatory codes, ordinances, rules, policies and procedures regarding rules and regulations governing animal care, including epidemiological response techniques; applying the proper safety precautions necessary to work safely; methods and equipment used in animal care and control as well as the humane handling, treatment and care of animals; veterinary science principles, practices and techniques; animal care, medical and surgical treatment, restraint and diseases; techniques used in the collection of specimens and their testing; animal species, nutrition, habitats, behaviors and reproduction.. English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.
Skill/Ability to: Identify animal health problems and appropriate treatments; express oneself clearly and concisely, orally and in writing to communicate and document animal care and provide input to animal management; use veterinary equipment, including remote injection, radiography, endoscopes, monitoring and anesthetic; handle and restrain domestic animals; maintain composure when working with animals which may be uncontrollable and/or dangerous; make sound recommendations, interpret medical reports; be able to plan and execute work both independently and as a team member; display an ability to prioritize and manage several tasks; display a high degree of self-motivation; understand report writing and statistics; time management; make sound decisions in an expeditious manner; work expeditiously and accurately under pressure; operate personal computer using standard office operating software and general office equipment; prepare and maintain records; maintain filing systems; communicate effectively both orally and in writing; work under stressful conditions, and establish and maintain cooperative and effective relationships with those contacted during the course of work; Pass a Criminal Background Check;
