JOB SUMMARY

Under the supervision of the Administrative Office Supervisor, this position handles sensitive information and is responsible for the care, custody, control, and processing of open records requests for body-worn camera, handheld camera, and other digital media, including the review and redaction of video / audio for public release for the Elbert County Sheriffs Office. Performs related information technology services duties as required.

ESSENTIAL JOB FUNCTIONS

Manages, facilitates, and stores all agency video / audio recordings in the agency management system.

Responsible for ensuring video / audio collection and the uploading and storing of video / audio evidence is completed.

Research, compile, and release all case-related body cam video / audio to the District Attorney's Office for discovery purposes.

Reviews, analyzes, and processes open records requests and court subpoenas for relevant body-worn camera, handheld camera, or other digital media, as well as other documents, and data records.

Responds to requests for public records in accordance with Colorado Open Records Act, and Colorado Criminal Justice Records Act (CCJRA), regulations, and departmental policies and procedures, making redactions as necessary before release.

Monitors and initiates evidence disposition upon review of court disposition orders and statute of limitations.

Searches, compiles, analyzes, and redacts video, audio, and documents to ensure the Office's electronic open records procedures, processes, and other documentation are up to date with current and accurate content.

Diagnoses and resolves issues related to video / audio redaction, software, tools, and practices, and makes necessary improvements for efficient and accurate processes.

Understands and follows complex written and oral instructions and applies proper policies, procedures, and guidelines.

Maintains the confidentiality and integrity of sensitive information obtained or reviewed.

Provides exceptional and timely customer support with an emphasis on excellent oral and written communications to requestors and staff.

Compiles data for monthly and annual reports of video evidence held, ensuring completion of specified deadlines and in accordance with established goals and objectives.

Keeps informed of current technical advances, industry changes, and best practices and participates in operations of other law-related information technology services as required.

Provides courtroom testimony as required.

Will perform other duties of the Records Law Enforcement Specialist position.

Provide in-person and telephone reception for visitors and callers; provide general information as appropriate, screen and direct calls and visitors to the appropriate party, and transfer calls to 911 as necessary.

Enters NIBRS data into the state systems regarding crimes, property loss, victims, offenders, and arrests.

Prepare and locate necessary reports, including Deputy reports, access incident reports, and provide information as appropriate to the public and other agencies.

Monitor documents, files, and computerized data to ensure the integrity of the Elbert County Sheriff's Office records and statistical information to which the public may have access.

Receive requests for records dissemination and make decisions of whether records can be released in accordance with the Colorado Open Records and Criminal Justice Records Laws.

Make redactions or denials as necessary based on various C.R.S.

Operates equipment used for scanning misc. documents originally stored in case files.

Performs records checks as needed for the public, recruiters, other employers, background information and provide mug photos.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

High school diploma or equivalent and two (2) years of related experience in video / audio software, or a closely related field preferred.

Any combination of education, training, and experience that provides the knowledge, skills, and abilities required for the job :

  • Skilled in standard computer operating systems and software (Adobe Acrobat / Reader, Windows, Microsoft Office, Excel, Word, etc ... )
  • Ability to communicate clearly and effectively using written and verbal skills.

Knowledge and training in audio / video software equipment editing and redacting, knowledge, experience, and certification with the Colorado Open Records Act (CORA) and Colorado Criminal Justice Records Act (CCJRA)

Knowledge and training with (NIBRS) National Incident-Based Reporting System.

Must possess a valid Colorado driver's license or have the ability to obtain one at the time of hire.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT :

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 25 pounds.

The employee may come in contact with members of the general public who are upset or under the influence of drugs or alcohol.

This position may require the applicant to view unpleasant crime scenes and other disturbing behaviors and content.
