Minimum Qualifications:
Licensing and Certifications:

Possession of, or ability to obtain, an appropriate valid California Driver’s License.

Education and Experience:

Equivalent to a Bachelor’s degree from an accredited four-year college or university with a major in Public Administration, Accounting, Business Administration, Political Science, Communications, English, Journalism or a related field.

AND

At least three (3) years of demonstrable experience performing a variety of grant administration, writing, managing and reporting, or other high-level analytical/administrative functions.

Full Job Description:
GRANT WRITER/MANAGER

DEFINITION
Under general direction, to perform grant research; to perform the full scope of grant writing, as assigned; to develop and establish a variety of projects and programs for the County; to coordinate and manage projects and programs, as assigned; and to perform a wide variety of tasks related to capital projects, as assigned.

DISTINGUISHING CHARACTERISTICS
This is a specialized single-position Grant Writer/Manager classification. Incumbents perform a variety of complex grant research, grant writing and administration, developing, establishing and/or managing a variety of projects and programs, ensuring compliance with grant funded projects and submitting required reports.

SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from supervisory and/or management staff, depending on areas of work assignments. Exercises no supervision over staff. May coordinate, train, and/or lead the work of other staff.

EXAMPLES OF ESSENTIAL DUTIES

  • Develops, establishes, coordinates, manages and/or performs outreach for a variety of projects and programs as assigned; researches grants for department.
  • Monitors availability of grants and communicates with management and department head..
  • May perform grant-writing, and grant administration, as assigned.
  • Facilitates approval of grants.
  • Provide lead direction, work coordination and/or training, as assigned.
  • Assist in drafting and/or revising County policies and procedures.
  • Serves as a liaison between the department and staff regarding grants, projects, programs, or other assigned tasks.
  • Other duties, as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

  • Principles and practices of projects and program administration.
  • Analytical techniques including statistical data gathering, report writing and presentation methods.
  • Fundamental public relations techniques.
  • Office procedures, methods, and equipment including, computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment.
  • Principles and practices of record management, work-load management, quality control and program review.
  • Applicable federal, state, and local laws, codes, and regulations.
  • English usage, spelling, grammar, and punctuation.

Ability to:

  • Research and monitor availability of grants for projects and programs.
  • Perform and/or assist with the performance of a wide variety of grant writing, grant administration, and grant tracking functions.
  • Conduct analytical studies and collect, compile and analyze qualitative and quantitative data.
  • Communicate clearly and concisely, both verbally and in writing.
  • Organize and prioritize work assignments.
  • Use automated technology to maintain records and files.
  • Work with sensitive and confidential information.
  • Establish and maintain effective working relationships with others.

Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; underground, confined, or restricted workspaces; and heights more than five stories above ground level. Incumbents may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Light Work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for light work.

A successful candidate will be required to submit to and pass a background check prior to the appointment. Depending upon the position and/or assigned department, the background check may include but is not limited to civil and criminal history check, reference check, Live Scan, and/or credit check (as allowed under state law).

Positions in this class may require local and statewide travel, as necessary.

Disaster Service Workers:
As members of the County of Lake Emergency Services Organization, all Lake County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and / or County.
