The nation’s largest Probation Department is looking for a strong project leader to drive project success. In this role, your contribution will include clarifying project objectives and scope, developing project documents, creating work breakdown structures, developing and managing budgets, and planning resources for the highest priority and high complexity IT-supported business projects. You will apply methodologies and standards for project management, maintain up-to-date information on project status and health, and provide guidance to leadership and project teams across the Department in initiating and succeeding on programmatic initiatives that include a technology component. What does an Information Technology Project Manager III do?

Plans, manages, and leads the execution of information technology enterprise projects of a large scale and/or high complexity and risk and supervises lower-level professional and technical IT staff performing project-management and related activities. 


Some examples of duties include:
  • Manages information technology enterprise projects of a large scale and/or high complexity and risk by conducting alternatives analyses and feasibility assessments; developing and/or refining project scope and performance measures; determining project approach and implementation plan; identifying resource requirements; performing budget and funding outlaying activities and/or supporting higher-level managers in budget management; generating a timeline and schedule for completion; establishing an initial project team and plan performance; documenting project management plan; utilizing appropriate methodologies and tools (e.g., Innotas, MS Project Online, Azure DevOps) for specific projects and situations; and supporting higher-level managers with more complex IT projects in order to deliver quality service in a timely and productive manner.
  • Monitors project by ensuring project is on target with initial project timeline; recommending changes to initial timeline with project sponsor, project team, or stakeholders when projects are not within the designated completion time; anticipating and identifying issues and problems; determining, recommending, and/or implementing a risk mitigation strategy in order to ensure the project is delivered on-time, on-budget and within scope. 
  • Oversees project closure by governing the transition of projects to operational support and/or program maintenance; documenting lessons learned; closing out procurement/contracts; and generating post-implementation review and reporting in order to officially hand off the project and document all components for future reference and enhancements. 
  • Supervises functional units or sections of IT professional and support staff performing project-management and related activities by recruiting, hiring, advising, motivating, training, supporting, coaching, mentoring, and disciplining lower-level professional and technical IT staff; providing guidance for work products and performance; monitoring adherence to project plans and delivery schedules; coordinating project activities; facilitating team meetings; and consulting other IT subject-matter experts for particular project needs in order to ensure that quality service is delivered in a timely and productive manner and supports business goals and objectives. 
  • Leads IT project management process improvement initiatives by ensuring adherence to the governance established for project delivery; leading sessions to capture, communicate, and incorporate lessons learned for utilization on future projects; supporting and collaborating with the PMO manager in order to improve service quality and business processes.

We are looking for an innovative and dedicated individual who has: 

OPTION I:  A Bachelor’s degree* from an accredited college or university in Computer Science, Management Information Systems, or a closely related field -AND-  six (6) years of experience performing software development, project management, or business** or systems*** analysis in a centralized information technology organization**** that includes two (2) years of experience in planning, managing, and leading the execution of information technology projects at the level of the Los Angeles County class of Information Technology Project Manager II.***** 

-OR-

OPTION II:  Ten (10) years of experience planning, managing, and leading the execution of information technology projects in a centralized information technology organization.****  A Bachelor’s degree* from an accredited college or university in any field may substitute for up to two (2) years of the required experience.

For Options I and II, Project Management Professional (PMP)* certification from the Project Management Institute may be substituted for an additional two (2) years of experience.

SPECIAL REQUIREMENT INFORMATION:
*In order to receive credit for any degree, such as a Bachelor's, or PMP certification, you must include a legible copy of the official diploma/certification, official transcripts, or official letter from the accredited institution which shows degree has been conferred and the area of specialization with your application at the time of filing or within seven (7) calendar days from application submission. Note: Foreign studies must be evaluated by an academic credential evaluation and deemed to be equivalent to degrees from the United States. **Business analysis is defined as understanding, documenting, and improving business processes and performing business process analysis in the context of IT systems. Common work products include business requirements specifications for IT systems, process diagrams, logical data models, and functional systems designs.
 
***Systems analysis is defined as applying knowledge of technology and current systems in the use of functional requirements and process designs to produced detailed technical designs specifying how the requirements will be implemented in application systems.

****Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Information Technology official (or at Sheriff Department, the coordinated executive command structure) for the department or major organization unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organization unit.

*****Experience at the level of Information Technology Project Manager II in the County of Los Angeles is defined as under general supervision, plans, manages, and leads the execution of information technology projects of an intermediate scale and/or moderate complexity and risk.  May supervise lower-level professional and technical IT staff performing project-management and related activities.

ENDORSEMENT OF COUNTY QUALIFICATIONS:
Employees who wish to qualify using experience gained in county classifications that are not at the level of the classification listed above must provide verification of qualifying out-of-class experience by providing official documentation of additional responsibility bonus, out-of-class bonus, temporary assignment bonus or reclassification study with CEO Classification with your application at the time of filing or within seven (7) calendar days from application submission. Employees do not need to submit such verification if they hold or have held a position at the level of the classification listed above.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
 
PHYSICAL CLASS:
2 - Light.  This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
