What are the responsibilities and job description for the Engineering Aide/Technician I/II position at County of Riverside?


The County of Riverside's Transportation Department has opportunities for Engineering Aides or Engineering Technicians I/II in Riverside. The incumbents will support the Survey Division performing field survey work or in office work which will depend on job level classification and experience. This recruitment may be used to fill current and future openings throughout the Department in various locations.


The Engineering Aide will be responsible of the less complex survey field work in the areas of construction surveying, drafting of survey field notes, land survey record research, basic understanding of survey methods and procedures; and performs other related duties as required.  

As the candidate progresses, they advance to the Survey Engineering Technician I and subsequently Survey Engineering Technician II, these classifications will be responsible for performing intermediate to advanced level field surveying work that includes a variety of professional tasks that include, but are not limited to the following: preliminary, boundary, design, topographic, GPS, Geodetic, right-of-way, photogrammetric, and construction surveys. The incumbent will also reduce and analyze field observations, be familiar with opening and editing CADD data, setting up and operating survey equipment (GPS, Total Station, and Level), computing horizontal and vertical alignments, computing cut sheets for construction staking, and performing land records research for various capital improvement projects.
 
The most competitive candidates for the Engineering Aide/Technician will be familiar with various types of land survey records and will be able to create exhibits. Additionally, experience utilizing Bentley MicroStation, Bentley InRoads, ArcMap/ArcPro, other Esri products and Microsoft Excel experience is highly desired.
 
Competitive Candidates will Possess:
1. Prior experience in field work within the construction industry or have survey field experience
2. Data entry experience
3. A background which demonstrates that the candidate is mechanically inclined

The Engineering Aide and Engineering Technician I / II are part of the Engineering Technician Series. The Engineering Aide is a natural progression underfill for Engineering Technician I, and the Engineering Technician I underfills the Engineering Technician II. Incumbents are eligible to promote to next level in the series without a competitive recruitment upon successful completion of their probationary period, a satisfactory performance evaluation, acquisition of the knowledge, skills, and abilities necessary to progress, and meeting any additional qualification requirements. This non-competitive growth promotion occurs at the department’s initiation.

The level at which the position(s) will be filled is at the department’s discretion and based on candidate qualifications.

Engineering Aide

• 
Act as rear chain or rod worker on a field survey crew, including using tapes and chains in make horizontal and vertical measurements, make simple survey notes, set monuments, clear brush, and stock trucks.
 
• Make traffic counts, census surveys and sign inspections, including collecting and recording data and making diagrams of intersections and accident scenes; collect materials samples, and make and keep notes and records of routine laboratory tests such as relative compaction, sand equivalent, specific gravity, grading analysis, and environmental analysis.

• Set up and maintain hydrologic metering and recording equipment, and collect groundwater samples for chemical analysis; make simple tracings, diagrams and drawings.
 
• Learn to tabulate and plot field survey data and to read, interpret and prepare contour and land maps; index and file records.

• Provide routine information to the public  

Engineering Technician I

SURVEYING: 
Performs under close supervision intermediate difficult sub-professional field and office surveying work 

• Field Duties: Work as head chain and rod worker on a survey crew; measure and record distances and elevations; perform level, total station and GPS survey work; set stakes and monuments.

• Serve as instrument technician on a trainee or relief basis; clean and care for instruments and tools; check survey truck to ensure it is fully stocked and equipment is in order; prepare simple field notes.

• Office Duties: Assist in conducting title and property ownership research; learn to prepare less complex legal descriptions and documents following established procedures.

• Search for data from survey notes, recorded maps, records of surveys, filed deeds, and property descriptions; draw plans, profiles and cross sections of streets or other improvements from surveyor's field book or other specific sources.

• Plot tract and parcel maps; review, research and process street name requests; assist in the preparation of final designs or drawings. 


Engineering Technician II

SURVEYING
Performs moderately difficult sub-professional field and office surveying work.

• Sets up and maintains filing and indexing systems for road record documents, survey records, maps, accident records, transportation data, and other engineering record materials

 Inspects the construction of less complex public works projects and subdivision tracts to assure compliance with plans, specifications, county standards and regulatory requirements. Files daily construction reports and associated documentation.

• Field Work: Acts as instrument technician on a survey crew; operates electronic measuring equipment as well as transit and level in making cross-section, profile, topographic, elevation, Photogrammetric, location and construction layout surveys.

• Makes computations and records readings; checks and prepares field notes; may act as Party Chief on a short term relief basis. Office Work: Drafts topographic, geometric alignment, cross-sectional, and profile drawings and maps using manual or computer aided techniques.

• Conducts title and property owner research; prepares legal descriptions and various legal documents relating to real property; calculates bearings, distances, areas and performs other calculations.

 Prepares drawings and sketches tracings from survey notes and other records; prepares detailed and precise maps including right of way maps.
Engineering Aide:
Salary: $43,782.90 - $62,131.22 Annually 


Required knowledge of: Mathematics, including the elementary principles of algebra and geometry as applied in sub professional engineering work.
 
Required ability to: Learn the techniques and practices involved in assigned sub-professional engineering work; perform mathematical computations; keep clear and accurate notes; perform simple drafting; understand and follow oral and written directions; work cooperatively with others.


Engineering Technician I:
Salary: $51,541.31 - $80,957.40 Annually 

OPTION I

Experience: Two years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.) 

OPTION II

Certificate: Valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of sub-professional engineering experience. 



Engineering Technician II:
Salary: $64,132.95 - $89,998.66 Annually

OPTION I
Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering.

OPTION III
Experience: Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.)

ALL OPTIONS
Knowledge of: Mathematics including algebra, geometry and trigonometry; the basic practices of engineering design and construction, traffic control and land surveying; manual and automated drafting techniques; field and office procedures relating to hydrography; procedures related to construction inspection.
 
Ability to: Read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; assist in the preparation of designs, plans, estimates, reports, and specifications; collect and analyze traffic, transportation, hydrologic, and other data and prepare reports, interpretations and recommendations; compile and enter data into computer system for computer aided mapping; perform survey field work, inspect public works projects and subdivision tracts; maintain effective relations with others.

License: Possession of a valid California Driver's License is required at time of hire.
 
Physical Requirements: The Engineering Aide, Engineering Technician I or II will work outdoors and will be exposed to inclement weather conditions. This position requires independent body mobility to move survey instruments/tools up to 100 pounds in weight with assistance.
