San Mateo County Health is seeking a well-qualified individual for the position of Electronic Health Record Analyst II- Resolute Professional Billing. This position will support Epic Resolute Professional Billing which will require current Epic certification in Resolute Professional Billing. 



The current vacancy is limited term in the Health IT Division. This position is located in San Mateo, CA, but will travel/drive throughout the County to perform duties of the job. Per County policy all work must be performed in the State of California.
 
Primary responsibilities will include:  

Epic Professional Billing Implementation:

  • Lead or participate in all phases of the Epic Professional Billing implementation lifecycle, including requirements gathering, design, build, testing, training, and go-live support.
  • Collaborate with cross-functional teams to ensure alignment of system configurations with organizational goals and objectives.
  • Configure and customize Epic Professional Billing application to meet specific business requirements while adhering to best practices and industry standards.
  • Utilize appropriate Epic tools for efficiency including but not limited to Sherlock, Orionand Nova.

System Optimization and Maintenance:

  • Proactively identify opportunities to optimize workflows, enhance system functionality, and improve revenue cycle performance.
  • Conduct regular system audits to ensure data integrity, compliance with regulatory requirements, and adherence to organizational policies.
  • Manage and adhere to Service Level Agreements (SLAs) for system availability, incident response, and resolution times.
  • Troubleshoot and resolve complex technical issues related to Epic Professional Billing application, working closely with technical teams as needed.
  • Monitor system performance and resource utilization, implementing adjustments as necessary to maintain optimal performance.
  • Coordinate and participate in regular system maintenance activities, including updates, patches, and upgrades, to ensure system stability and security.
  • Collaborate with vendors, consultants, and internal stakeholders to evaluate new features, functionalities, and upgrades, assessing potential impact and benefits for the organization.

User Support and Training:

  • Provide expert-level support to end-users, addressing inquiries, troubleshooting issues, and delivering solutions in a timely manner.
  • Develop and deliver comprehensive training materials and sessions to educate end-users on system capabilities, best practices, and workflow efficiencies.
  • Serve as a subject matter expert and primary point of contact for all Epic Professional Billing-related inquiries and escalations.

Documentation and Reporting:
  • Maintain accurate documentation of system configurations, processes, and workflows, ensuring alignment with organizational standards and regulatory requirements.
  • Generate and analyze reports to monitor system performance, identify trends, and measure key performance indicators related to revenue cycle management.

Ideal candidate will possess:

  • Bachelor's degree, Information Systems, or related field preferred.
  • Epic certification in Resolute Professional Billing (PB), additional certifications preferred (i.e. Hospital Billing, Claims, Benefits Engine).
  • Minimum of 3 years of experience implementing, optimizing, and/ or supporting Epic Professional Billing application in a healthcare environment.
  • Strong understanding of revenue cycle management processes, including charge capture, claims processing, and reimbursement methodologies.
  • Proficiency in Epic system configuration, customization, and integration techniques.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Exceptional communication, interpersonal, and customer service skills.
  • Ability to manage multiple priorities in a fast-paced environment and work effectively both independently and as part of a team.

Knowledge of:

  • Electronic health record systems, specifically Epic software applications.
  • Design, implementation, testing, updating, maintenance, evaluation, and analysis of system configuration, system setup, and application tables.
  • Clinical applications and regulatory standards, a wide range of application functionality, content, and associated workflows.
  • Customer service principles.
  • Policies, procedures, and business operations.
  • Principles and procedures in project management and project management methodologies.

  • Become cross-functional in one or more applications.
  • Motivate key process stakeholders.
  • Travel outside the County for training.


Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  • Two years of information technology support experience in a healthcare operation setting, including at least six months of Epic user support experience.

License/Certification:

EHR Analyst II:(1) Epic Certification in Resolute Professional Billing or Resolute Hospital Billing module; and (2) maintain Epic training credentials through Epic's Continuing Epic Education (CEE) program with additional training that must be completed to maintain certifications, proficiencies, and badges. 

Open & Promotional. Anyone may apply.  Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions (weight: pass/fail). Candidates who pass the application screening may be invited to a panel interview (weight:100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
