ABOUT SHASTA COUNTY

ABOUT THE DEPARTMENT

 

The Public Works Department is responsible for construction and maintenance of County roads, bridges, and airports and for supervising several permanent road divisions that maintain private roads on behalf of the citizens in those districts. The department is responsible for overseeing capital improvement projects for County buildings and facilities. The department employs engineers who prepare construction plans as well as supervise construction of these facilities. The department also acts as the County's surveyor and processes subdivision and survey maps. It administers the County's solid waste management functions including an active landfill. The department also manages the County water agency.


In addition, the Public Works Department oversees the operation and maintenance of several County service areas. These County service areas include both water and sewer districts along with road, lighting, and flood maintenance districts.

 

The Roads Department, part of the Public Works Department, is responsible for maintaining about 1,200 miles of County roadways. The budget unit for Roads is funded solely from federal and state sources.

 

ABOUT THE POSITION

 

Under general supervision, to perform a variety of skilled, semi-skilled and manual tasks in the maintenance of County roads, and traffic control signs and pavement markings, and related areas and structures; to operate heavy trucks and other road maintenance equipment; and to perform related work as required.

 

DISTINGUISHING CHARACTERISTICS

 

This is the second level in the Road Maintenance class series, and is distinguished from the next higher class of Road Maintenance Worker III by assignment to maintenance equipment in either road maintenance or traffic control which is of moderate complexity of operation.

 

IDEAL CANDIDATE

 

The ideal candidate would be someone with a valid Class A California driver license who has 2 years’ experience operating road maintenance equipment such as: heavy three axle trucks, rollers, patch trucks, water trucks, chippers, forklifts, and loaders.


Operates and performs minor field maintenance, repair and adjustment to maintenance equipment: heavy three axle trucks, rollers, patch trucks, water trucks, chippers, forklifts and loaders; operates other road maintenance equipment as a secondary assignment as needed; may operate snow removal equipment; performs related non-operator tasks as required; may be assigned to lead a crew of temporary workers, such as Welfare recipients, assigned to a variety of routine road maintenance projects; maintains individual operating records; may be required to operate heavier pieces of equipment normally associated with higher levels in the class series on a temporary, emergency or relief basis for training purposes.


Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

 

Knowledge of: Methods, materials, safety practices and tools used in road maintenance and traffic control; operation and preventive maintenance of trucks and heavy road maintenance equipment or road striping equipment.

 

Ability to: Understand oral and written instructions; perform a variety of manual tasks; demonstrate strength, agility and endurance; keep simple records; demonstrate mechanical aptitude; work cooperatively with others.

 

These knowledges and abilities are typically attained with either one year of experience as a Road Maintenance Worker I with Shasta County, or two years of road construction or road maintenance experience which must have included sufficient experience or training to have attained skillful proficiency in the operation of at least one of the types of equipment specified for this class.

 

SPECIAL REQUIREMENT

 

  • Possession of a valid Class A California driver license or the ability to obtain a Class A driver’s license within six months.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

 

The noise level in the work environment is usually loud.

  • Positions in this classification are covered by a collective bargaining agreement between the County and Shasta County Trades and Crafts Unit (Teamsters). 
  • Employees in this classification are covered under the CalPERS retirement program. Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 9.5% of his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
