Election Clerk

This recruitment will establish an employment list to fill current and any future vacancies within the Registrar of Voters.  The anticipated life of the employment list is six months.  If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

Current vacancy is with the Registrar of Voters located in Visalia. The anticipated life of the list is six months.

• Assist the public and community groups by phone or in-person on laws and procedures to be followed for filing nomination paperwork for an elected position, filing initiatives, referendums and recall petitions. 
• As a deputized clerk, administers and processes Oaths of Office.  
• Process voter registration and statewide petitions, including affidavits of registration in the Elections Management System (EIMS)Review and file campaign statements and statements of economic interest in the eCampaign and eDisclosure system.
• Receive and process nomination papers after reviewing the documents for completeness and collect required filing fees, and candidate statement fees. 
• Receive petitions for filing and complete signature verifications by the required due dates as indicated by the Secretary of State.

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education: 

• Equivalent to completion of the twelfth(12^th) grade.

Experience: 

• One (1) year of increasingly responsible experience performing journey level clerical duties with at least six months of word processing equipment operations experience.

Knowledge of:

• English usage, spelling, grammar and punctuation.
• Alphabetical, numerical, and non-numerical filing systems and procedures.
• Laws and regulations governing the registration of voters and the conduct of elections in the State of California.

Skill/Ability to:

• Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
• Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
• Work with minimum supervision.
• Read, interpret, explain and apply provisions of the election code to specific situations. 
• Establish and maintain effective working relationships with staff, officials of other agencies and members of the public.

License or Certificate:

• Must be a citizen of the United States and be eligible to vote. 

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

Salary : $38,389 - $46,786
